COUNCIL ACTION FORM
SUBJECT: WELCH AVENUE PARKING AND SNOW ORDINANCES
BACKGROUND:
During 1993, City Council approved revisions to the parking meter map that included
installing parking meters on the east side of Welch Avenue from Lincoln Way to Hunt
Street, and along the west side from Chamberlain Street to Storm Street. These new
metered spaces placed along both sides of Welch Avenue from Lincoln Way to Hunt
Street were installed as part of the Campustown Improvement Project that included
street renovations. The other metered spaces placed on the west side of Welch
Avenue from Hunt Street to Storm Street were installed as an effort to increase parking
spaces in the Campustown area.
During this process in revising the parking meter maps, staff mistakenly did not rescind
the existing parking and snow route ordinances along these newly metered areas. The
parking ordinance needs to be revised to allow metered parking along the east side of
Welch Avenue from Lincoln Way to Hunt Street, and on the west side between
Chamberlain Street and Storm Street. Also, the "snow" route ordinance needs to be
revised to include a "commercial snow route" designation along the metered areas on
the west side of Welch Avenue from Chamberlain Street to Storm Street, and on the
east side from Chamberlain Street to Hunt Street. These areas are currently
designated as regular snow routes.
Staff believes that these new metered areas should be designated as a "commercial"
snow route to be consistent with the existing designation along the other portion of
Welch Avenue from Lincoln Way to Chamberlain Street. With the "commercial" snow
route designated along the remaining metered areas on Welch ,Avenue, vehicles would
only need to be removed from the street during the early morning (2:00 - 6:00 a.m.)
period. During all other periods, these spaces could be used by patrons of local
businesses and residents for parking. This provides convenience for the patrons and
residents, and also allows a specific period during the early morning periods when
crews could remove snow in the area. It is important that these areas are cleared of
snow due to the high pedestrian activities in these parking areas.
Staff also believes that parking prohibitions should be designated on Welch Avenue
along the newly metered parking areas during the early morning periods from 2:00 to
6:00 a.m. This prohibition provides the City's maintenance crews a period to perform
activities such as street sweeping, pavement repair, painting, sign placement, and other
related activities. Also, this discourages all night parking where these vehicles typically

remain in the metered spaces when businesses open in the morning. When this
occurs, the merchants lose parking that is intended for their customers.
ALTERNATIVES:
1 . Rescind the parking prohibitions on the east side of Welch Avenue from Lincoln
Way to Hunt Street, and along the west side from Chamberlain Street to Storm Street to
accommodate parking in metered spaces. Also, designate a "commercial" snow route
along the metered areas on both sides of Welch Avenue from Chamberlain Street to
Hunt Street, and on the west side from Hunt Street to Storm Street. Lastly, designate a
parking prohibition during the early morning periods from 2:00 to 6:00 a.m. in the
metered parking areas along both sides of Welch Avenue from Chamberlain Street to
Hunt Street, and on the west side of Welch Avenue from Hunt Street to Storm Street.

MANAGER'S RECOMMENDED ACTION•
It is the recommendation of the City Manager that the City Council adopt alternative
number 1, thereby rescinding the parking prohibitions on the east side of Welch Avenue
from Lincoln Way to Hunt Street, and along the west side from Chamberlain Street to
Storm Street to accommodate parking in metered spaces. Also, designate a
"commercial" snow route along the metered areas on both sides of Welch Avenue from
Chamberlain Street to Hunt Street, and on the west side from Hunt Street to Storm
Street. Lastly, designate a parking prohibition during the early morning periods from
2:00 to 6:00 a.m. in the metered parking areas along both sides of Welch Avenue from
Chamberlain Street to Hunt Street, and on the west side of Welch Avenue from Hunt
Street to Storm Street.
