HomeMy WebLinkAboutA001 - Council Action Form dated January 9, 1996 Item # Date: January 9, 1996 COUNCIL ACTION FORM SUBJECT: CHANGING THE "EAST" O'NEIL DRIVE STREET NAME BACKGROUND: During the review of the street name policy for the "North" Riverside - Oak Avenue area street name change, staff discovered that there were two streets that should have either an "east" or "south" prefix added to their street name. These included street segments on "East" O'Neil Drive and "South" Bell Avenue that extend east of Duff Avenue, and south of Lincoln Way, respectively. As noted in the discussions with changing the street names in the "North" Riverside - Oak area, staff believes that the prefixes should be added to streets to assist motorists with finding business and residential addresses. Typically, street names in the City are either given an "East" or "North" prefix when the street extends east or north of Duff Avenue and/or Lincoln Way, respectively. Staff has contacted residents along "East" O'Neil Drive about the measure to add an "East" prefix to the name. The vast majority of the respondents (six out of eight) supported this change. Many had indicated that they had experienced problems similar to those experienced by residences in the "north" Oak Avenue - Riverside area. These included frequent problems with delivery personnel and visitors "finding" their addresses. Many of those responding had indicated that they were already using the "East" O'Neil Drive as their address. Only two respondents indicated that they did not support this measure. One respondent indicated that it may create problems for mail deliveries. With this new address change, he believed that mail not addressed with an "east" prefix would not be delivered. He indicated that he would have problems changing his address on the many mailing lists, and frequently mail would be sent with no "east" prefix. Staff has contacted Mike Bowen, the acting postmaster, about this potential problem. He indicated that only one postal carrier had the entire O'Neil Drive route, and would be able to distinguish the correct address for mail addressed to the 200 to 400 block of O'Neil Drive (there is no corresponding 200 - 400 block on the west side of Duff Avenue). Staff has subsequently contacted the resident and has satisfied his concern with the information provided by Mike Bowen. The other respondents, Clay and Marilyn Keller (304 O'Neil Drive), indicated that they did not support the change since it would make it inconvenient to change their address. Attached are their comments, that were noted on the letter sent by staff, concerning the change. With this proposed street name change, staff will contact all City and County Departments about making the appropriate changes on all maps, legal documents, records, etc. Also, the post office will be contacted concerning the change. Do nothing. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1 , thereby, directing the City Attorney to draft an ordinance changing the street name on O'Neil Drive by adding an "east" prefix for the street segment that extends east of Duff Avenue.
