COUNCIL ACTION FORM
SUBJECT: PARKING PROHIBITIONS ON SOUTH 16TH STREET
BACKGROUND:
Currently, the Creekside Subdivision is being developed and has 103 lots available for
manufactured and mobile homes. With this development and projected traffic growth,
staff believes that parking should be prohibited along the entire portion of South 16th
Street from the former railroad right-of-way to Duff Avenue. This would prohibit parking
along the widened south lane adjacent to the Old Orchard Mobile Home Park, west of
the new Creekside Subdivision. Currently, parking prohibitions exist on both sides of
South 16th Street except in front of this mobile home park. Staff believes that these
additional parking prohibitions should be designated to enhance safety and traffic flow
along this area.
Parking prohibitions should be designated along the remaining portion of South 16th
Street in front of the Old Orchard Trailer Court to improve traffic safety. This would
improve sight distance at both the Mulberry Boulevard and Apple Place intersections.
Currently, the south side of South 16th Street is fully utilized for parking between the
two intersections. With parking prohibitions, motorists on these streets would be able to
have a better view of oncoming vehicles on South 16th Street. Accident reports have
shown that there have been two right-angle collisions at the Mulberry Boulevard
intersection in the past four years.
Staff also believes that the parking prohibitions along South 16th Street should be
designated to enhance traffic flow. Currently, there is a traffic volume of 5,600 vehicles
per day (vpd) on South 16th Street in the area. Within several years, traffic generated
by the planned developments will increase this volume to 7,500 VD. Due to these
current and future traffic volumes, staff believes that parking should be prohibited along
South 16th Street to provide for turning lanes into these developments. By designating
these lanes, traffic can decelerate and maneuver into these approaches without
impeding through traffic movements. Also, traffic entering South 16th Street can use
the lanes to maneuver into the traffic flow.
There is a limited amount of parking on the south side of South 16th Street next to the
mobile home park. With the parking restrictions next to the Mulberry Boulevard and
Apple Place intersections, there is only a 240' section of street available for parking.
This parking is adequate for approximately eleven (11) parked vehicles. Currently, it is

used generally for longer term and overnight parking. Staff believes that many
residents utilize these spaces when they have more than two vehicles to park
overnight. The subdivision does have sufficient off-street parking on all lots for two
parked vehicles, however, it is difficult to find parking for additional vehicles since
parking is prohibited on the street during the late evening periods. Staff has talked to
the manager of the Old Orchard Mobile Home Park, Howard Hoagland, and he believes
that the parking should be prohibited on South 16th Street to improve sight distance.
He indicated that if residents have more than two vehicles, they should meet with him
about their parking problem. The owner of the property, Dean Hunziker, has been
contacted and supports the measure if the residential parking can be accommodated.
In order to notify the users of this parking area, staff has distributed the attached notice
on vehicles that are parked along this section.
ALTERNATIVES:
1 . Prohibit parking on the south side of South 16th Street from the former railroad
right-of-way east 700 feet to the Creekside Subdivision. With this measure, parking
would be prohibited on both sides of South 16th Street from the former railroad right-of-
way to South Duff Avenue.
2. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number 1 , thereby, directing the City Attorney to draft an ordinance prohibiting parking
on the south side of South 16th Street from the former railroad right-of-way east 700
feet to the Creekside Subdivision. With this measure, parking would be prohibited on
both sides of South 16th Street from the former railroad right-of-way to South Duff
Avenue.
