BOX 811 AMES IOWA 50010 Community-University-Opportunity Public Works Department 515 Clark Avenue 515-239-5160 December 14, 1995 Re: Proposed Parking Prohibition on S.16th Street adjacent to the Old Orchard Mobile Home Park City staff will be proposing to City Council during their December 19th meeting that parking be prohibitted on the south side of S.16th Street adjacent to the Old Orchard Mobile Home Park. With the development that is occurring on S. 16th Street, staff believes that these prohibitions are necessary to enhance safety and traffic flow along this area. With the current Creekside Subdivision and Golden Aspen developments, traffic will increase to 7,500 vehicles per day. Staff believes that parking prohibitions should be designated along the remaining portion of S.16th Street in front of the Old Orchard Trailer Court to improve traffic safety. This would improve sight distance at both the Mulberry Boulevard and Apple Place intersections. Currently, the south side of S.16th Street is fully utilized for parking between the two intersections. With parking prohibitions, motorists on these streets would be able to have a better view of oncoming vehicles on S.16th Street. Accident reports have shown that there have been two right-angle collisions at the Mulberry Blvd. intersection in the past four years. Staff also believes that the parking prohibitions along S.16th Street should be designated to enhance traffic flow. Currently, there is traffic volume of 5,600 vehicles per day (vpd) on S.16th Street in the area. In the near future, traffic generated by the planned developments will increase this volume to 7,500 VD. Due to these current and future traffic volumes, staff believes that parking should be prohibited along S.16th Street to provide for turning lanes into the mobile home park development. By designating these lanes, traffic can decelerate and maneuver into these approaches without impeding through traffic movements. Also, traffic entering S.16th Street can use the lanes to maneuver into the traffic flow. Staff has contacted the manager of the Old Orchard Mobile Home Park, Howard Hoagland. He has indicated that residents in the park should contact him if they have more than two vehicles that need to be parked along S.16th Street.
