COUNCIL ACTION FORM
SUBJECT: PARKING PROHIBITIONS FOR THE BLOOMINGTON HEIGHTS 4TH
AND 5 TH PLAT
BACKGROUND:
During the review of Bloomington Heights 4th, and 5th Plat, staff indicated to
developers that parking prohibitions should be designated within the subdivision along
one side of local streets, and both sides of arterial streets. This measure is desired to
provide a safe street width for the passage of traffic and emergency vehicles. Streets
included in the subdivision are Wyngate Drive (local), Eisenhower Avenue (local), Stone
Brooke Road (local), and Harrison Road (arterial). Currently, parking is prohibited on
the west side of Eisenhower Avenue from Bloomington Road north to the south line of
the 4th Plat, and on the north side of Stone Brooke Road from Brookdale Circle to the
east end.
Staff believes that parking prohibitions should be designated on subdivision streets
since plans call for local and arterial streets widths of 27' and 31', respectively. On
local streets (Wyngate Drive, Stone Brooke Road, and Eisenhower Avenue), it is
believed that parking should be prohibited on one side to accommodate a two-way
traffic flow. With parking present on both sides of the street, the available street width
for traffic is reduced to 15', or one lane of travel. When this parking is present, it not
only creates a hazardous situation for traffic, but also restricts access by emergency
vehicles. On the arterial street (Harrison Road), staff believes that parking should be
prohibited on both sides. This would allow for the safe passage of traffic on this street
that is intended to serve through traffic. By prohibiting parking, traffic lanes on Harrison
Road would be wider (15') compared with those of a local street (10'). With these lane
widths, safety would be enhanced since motorists would be provided adequate space
to travel on the street and maneuvering at intersections. Also, these widths would
provide a greater level of mobility for the higher traffic volumes and speeds that will be
traveled on this street.
The developers, Knapp Properties, Inc., requested that parking prohibitions be
designated along the north and west sides of Wyngate Drive, Stone Brooke Road,
and Eisenhower Avenue. However, due to the curvilinear loop design of Wyngate
Drive, staff believes that parking prohibitions should be designated on the inside
portion of the street for the entire length between the two intersections with
Eisenhower Avenue. This would enhance safety, and provide more parking on
the street compared with other alternatives. Shown on the attached diagram is the
location of the proposed parking prohibitions in the Bloomington Heights 4th and 5th
Plat.

ALTERNATIVES:
1. Designate parking prohibitions on both sides of Harrison Road, on the west side
of Eisenhower Avenue (75' north of Windfield Drive to Harrison Road), and on the north
side of Stone Brooke Road (180' west of Eisenhower Avenue to Brookdale Circle).
Also, designate parking prohibitions on the inside portion of Wyngate Drive for the
entire length between the two intersections with Eisenhower Avenue.
2. Same as above, however, designate parking prohibitions on the north and west
side of Wyngate Drive as requested by the Developers.
3. Do nothing.
MANAGER'S RECOMMENDED ACTION•
It is the recommendation of the City Manager that the City Council adopt alternative
number 1 , thereby directing the City Attorney to prepare an ordinance for prohibiting
parking on both sides of Harrison Road, on the west side of Eisenhower Avenue (75'
north of Windfield Drive to Harrison Road), and on the north side of Stone Brooke Road
(180' west of Eisenhower Avenue to Brookdale Circle). Also, parking prohibitions would
be designated on the inside portion of Wyngate Drive for the entire length between the
two intersections with Eisenhower Avenue.
