Mathison to Allow a Parking Lot as a Principal Use in the P-C (Planned Commercial) Zoning District. The Department has been working with Mr. Mathison, regarding the reuse of his property at 608 and 612 Burnett Avenue. This property has been used as a remote site for the storage of new and used vehicles for a vehicle sales business located at the corner of Burnett Avenue and Fifth Street. This use of this lot for vehicle storage predates the rezoning of this property to P-C (Planned Commercial) in 1983. Now Mr. Mathison would like to rent this property to the U.S. Post Office to be used as a parking lot for postal vehicles and employee parking. Staff believes this is a change in use of the property, and the proposed use, a parking lot, is not listed as one of the possible permitted uses in the P-C (Planner Commercial) zoning district. Parking lots are permitted as accessory uses to the principal use of the property in the P-C district, however, to allow a parking lot as a principal use, a parking lot would have to be added to the list of uses that may be permitted in the district. Staff believes that adding a parking lot to the list of possible permitted uses in the P-C zoning district is appropriate in the P-C zoning district. These parking lots can be landscaped and adequate buffers can be provided so as to be appropriate in appearance with adjacent uses and property. Therefore, the City Council needs to refer this request to the Planning and Zoning Commission for their recommendation on this zoning ordinance amendment. EMS:clh Attachment h\bpo\caf\memo.d15
