The specific area of change requested is to eliminate the additional parking requirement for theatres (one parking space for every five seats within the theatre) located in a shopping center environment. We believe that this parking requirement is excessive considering the current shopping center parking far exceeds the total required parking for the two proposed theatres at North Grand. (Existing parking 2184 spaces, theatre requirements based on existing threatres 650 seats plus 1000 new seats 330 spaces) In our shopping center the current parking provides more than adequate space for the shopping public and those attending movies at our theatres. Additionally, peak attendance at the theatres occurs at the end of our shopping day. This change will allow us to add additional theatres at North Grand utilizing the former D.O.T. and Linda Glantz spaces. We have expanded theatres recently in three other Iowa Communities (Marshalltown, Muscatine, and West Burlington). These communities treated these expansions as replacement uses and did not require any additional parking. To meet our obligations concerning lease and construction scheduling we would appreciate a decision by December 20, 1995.
