HomeMy WebLinkAboutA004 - Council Action Form dated November 14, 1995 "7 Item # k- Date: November 14, 1995 COUNCIL ACTION FORM SUBJECT: CHANGING STREET NAMES IN THE "NORTH" RIVERSIDE - OAK AVENUE AREA BACKGROUND: A request was received from Jeanette Smithson, Riverside -Oak Neighbor Association representative, to change the street names by adding a "north" prefix for streets in the north Riverside-Oak area. This area is bounded by Lincoln Way, 6th Street, Grand Avenue, and the Squaw Creek. Currently, these streets have no "north" prefix, and Ms. Smithson indicates that this causes confusion due to the similarity of address on both the north and south side of Lincoln Way. She reports that this confusion hampers the timely delivery of mail and packages, as well as causes confusion for visitors driving in the area. It is also confusing since commercial and governmental directories list the streets with a "north" prefix, however, this is not consistent with legal name. Some street signs also exist in the area that have a "north" prefix. In order to discuss issues concerning the name changes with the public, a meeting was held on Thursday, October 19, at the Story County Community Life building (104 Hazel Avenue). Notification of this meeting was made by distributing flyers to 250 residences and businesses in the area. In attendance at the meeting were eight residents and business owners. All the attendees were in favor of the proposed name change to alleviate problems associated with the current street names. Discussion at the meeting centered on the problems that the police, fire, and post office would have with making the street name changes. Staff has notified governmental agencies and City Departments concerning the costs and problems associated with making the name change. No City department or agency indicated that there would be a large problem with making the change since the area was relatively small. However, it was indicated by some departments and agencies that this name change would lead to problems with entering and finding addresses in computer databases and listings since street names would not be listed in a conventional order. This is due to the existing practice of adding only the "south" and "east" prefix to streets that extend both south of Lincoln Way, and east of Duff Avenue, respectively. Other departments, however, such as fire, ambulance, and police departments have indicated that the "north" prefix would resolve some of the confusion when responding to emergencies in that area. Listed below are the governmental agencies and City departments contacted about this street name change, and their response concerning the work and cost associated with making the changes to directories, listings, incident reports, official records, and other items. CAF - Street Name Change - Riverside - Oak November 14, 1995 Page 2 Police Department - Incident reports that are indexed by address need to be changed for the area. These records list incidents for a six year period and are stored on the computer. Work will be automated to make the changes. (Cost - $700). Finance Department - Utility Billings would be changed to add the prefix ( $300). Public Works Department. - Maps, records, and street name signs need to be changed ($2,000). Story County Recorder, Auditors, Assessors Office - The City would have to notify the Auditors office about the changes. Changes would be made to the legal records stored on computer. Fire Department - No work is necessary. Post Office - Records that are kept on computer must be changed. Notices would be given to residents concerning the street name change. (Subsequently, residents do not need to notify the post office, as is done with typical address changes) Mary Greeley Medical Center (Ambu lance-Emeraencv Service) - No records need to be changed. Calls and addresses are routinely received from the Police Department. If the street name changes are approved, the neighborhood association should assist the City by distributing notices to the residents and businesses in the area. Also, the post office will send notices to the residents about the address change. Other notifications to the governmental agencies and City departments will be done by staff. Also, the street name sign changes in the area would be completed within a three month period after the sign supplies are delivered. ALTERNATIVES: 1 . Approve the measure to change the street name signs in the "north" Riverside - Oak Area by adding a "north" prefix. This area is bounded by Lincoln Way, 6th Street, Squaw Creek, and Grand Avenue. 2. Do nothing CAF - Street Name Change - Riverside - Oak November 14, 1995 Page 3 MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number one, thereby, directing the City Attorney to draft an ordinance for changing the street names in the "north" Riverside - Oak Area. This area is bounded by Lincoln Way, 6th Street, Squaw Creek, and Grand Avenue. COUNCIL ACTION:
