COUNCIL ACTION FORM
SUBJECT: DESIGNATING SPEED LIMITS, TRAFFIC CONTROL, AND PARKING
PROHIBITIONS ON BLOOMINGTON ROAD (GRAND TO HOOVER)
BACKGROUND:
The section of Bloomington Road from Grand Avenue to Hoover Avenue is scheduled
to be paved in November. With this project, traffic controls such as speed limits,
parking prohibitions, and stop controls need to be designated on this section. Staff
believes that these controls should be consistent with the arterial classification of this
street and serve to efficiently handle traffic. Bloomington Road will be constructed as a
four lane divided street with restricted access. With this street construction.
Bloomington Road will be extended from Grand Avenue to George Washington Carver
Avenue.
Staff believes that a 35 mile per hour speed limit should be designated along this
section of street due to it's intended purpose and street design. The 35 mile per hour
speed limit is consistent with speed limits posted on other four lane streets such as
sections along Lincoln Way, Mortensen Road, 13th Street, Ontario Street, Grand
Avenue, and other locations. Shown on the attached diagram are designated speed
limits for arterial streets in the City. The proposed 35 mile per hour speed limit is also
consistent with the intended purpose to carry traffic efficiently.
Parking prohibitions should also be designated on both sides of Bloomington Road.
Due to the streetss width, parking prohibitions are necessary to accommodate four lanes
of traffic. This measure is consistent with the prohibitions along the existing sections of
Bloomington Road.
Lastly, staff believes that Bloomington Road should be classified as a through street
from Grand Avenue to Hoover Avenue. With this classification, stop controls will be
placed to stop intersecting traffic on all minor street approaches. However, staff does
believe that a four-way stop control should be placed at the Hoover/Bloomington
intersection to enhance safety. Currently a stop control is placed on the Bloomington
Road approach at the three leg intersection. With Bloomington Road extended to
Grand Avenue, staff believes that sufficient traffic would be generated at the
intersection to warrant the traffic control. It is projected that the traffic volume on
Bloomington Road will reach 3,500 vehicles per day. The traffic volumes on Hoover
Avenue are approximately 2,500 vehicles per day.

These traffic control measures were discussed with area residents at several
informational meetings concerning the construction of Bloomington Road. All these
traffic control measures were considered acceptable by the residents.
ALTERNATIVES:
1 . Designate a 35 MPH speed limit and parking prohibitions on both sides of
Bloomington Road from Grand Avenue to Hoover Avenue. Also, designate
Bloomington Road (Grand to Hoover) as a through street with a four-way stop control at
the Hoover/Bloomington intersection.
2. Modify the traffic control measures.
3. Do nothing
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number one, thereby directing the City Attorney to draft an ordinance to designate a 35
MPH speed limit and parking prohibitions on both sides of Bloomington Road (Grand to
Hoover). This would also include drafting an ordinance to designate Bloomington Road
(Grand to Hoover) as a through street with a four-way stop control at the
Hoover/Bloomington intersection.
