HomeMy WebLinkAboutA001 - Council Action Form dated August 31, 1995 Item # -,?I? -6t Date: August 31, 1995 COUNCIL ACTION FORM SUBJECT: ORDINANCE AMENDING PARKING REGULATIONS FOR CONSTRUCTION PROJECTS; WAIVING PARKING REGULATIONS FOR THE DOWNTOWN AREA SANITARY RELIEF LINE PROJECT BACKGROUND: Currently, portions of 9th Street are being closed from Duff Avenue to Wilson Avenue to accommodate construction activities for the Downtown Area Sanitary Relief Line Project. Due to the current closure of 9th Street from Duff to Kellogg Avenue, a request was received from Richard Volker, 215 9th Street, to waive parking prohibitions on Douglas Avenue from 8th to 9th Street to accommodate parking. Mr. Volker resides on 9th Street and currently is unable to access his driveway that is located on 9th Street. Also, he has difficulty parking on Douglas Avenue due to the high utilization of parking on one side of the street during the day. Currently, Douglas Avenue has a posted alternate-side parking prohibition with a 8 a.m. to 5 p.m. restriction on alternating sides during the week. Staff believes that special accommodations should be made for residents along 9th Street during the project. These accommodations would include allowing parking on both sides of the adjacent streets (Clark, Burnett, Kellogg, and Douglas) within one block of 9th Street when construction extends to these streets. This measure will allow many residents in this area additional spaces to park vehicles that they would normally park in their driveway during the construction. During any one period, as many as four residents will have driveway accesses removed along 9th Street. These residents may have their access removed for a period up to 4 weeks (pending weather) due to this construction. Construction activities are expected to continue for up to eight more weeks on 9th Street. Staff has contacted the Old Town Historical District's Neighborhood Association chairperson, Bill Carter, concerning this measure. Mr. Carter has indicated he has no problem with this measure; however, he believed that residents should be notified when the parking restrictions are waived, and when normal enforcement will resume. He has contacted several members of the Association who have indicated that they have no problem with the measure. Staff believes that parking prohibitions should be waived on streets adjacent to closed sections of 9th Street, except for Clark or Kellogg until the two streets are closed due to construction activities. Since these streets carry traffic volumes of approximately 2,000 vehicles per day, sufficient street width should accommodate two lanes of traffic. Staff does not believe that traffic flow will be impacted on these streets by this measure when they are closed to through traffic due to construction activities. Staff will cover up the signs with parking prohibitions when the construction extends to these streets. Also, notices to residents on 9th Street will be distributed when the parking restrictions are waived on the side streets, and when normal enforcement will resume. Therefore, it is staff's recommendation that the City Council amend the Municipal Code by repealing Subsection 18.32(1) and reenacting the same, revised to "permit special exception to parking regulations in response to disruptions caused by construction projects" (see attached). ALTERNATIVES: 1. (a) Amend the Municipal Code by repealing Subsection 18.32(1) and reenacting the same, revised to "permit special exception to parking regulations in response to disruptions caused by construction projects." (b) Suspend the rules required for adoption of an ordinance. (c) Second and third passage and adoption of Ordinance No. 3343 amending Municipal Code Section 18.32(1) regarding parking regulations for construction projects. (d) Resolution waiving the alternate-side parking restrictions on adjacent streets (Clark, Burnett, Kellogg, and Douglas) within one block of 9th Street when construction extends to these streets. Parking prohibitions on Kellogg Avenue and Clark Avenue will be waived when these streets are closed at 9th Street. 2. Do not amend the Municipal Code or waive parking regulations at this time. Look for an alternate solution to this parking dilemma. MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council approve Alternative #1 above, adopting Ordinance No. 3343 amending Municipal Code Section 18.32(1) and waiving the alternate-side parking restrictions on adjacent streets (Clark, Burnett, Kellogg, and Douglas) within one block of 9th Street when construction extends to these streets. Parking prohibitions on Kellogg Avenue and Clark Avenue will be waived when these streets are closed at 9th Street.
