COUNCIL ACTION FORM
SUBJECT: Relocating the Bus Loading Zone on Ontario Street in front of Sawyer
Elementary School.
BACKGROUND:
As part of the plan to place a mid-block school traffic signal in front of Sawyer School,
parking prohibitions need to be placed 100 feet preceding and 20 feet following the
crosswalk to provide adequate sight distance. With this placement, the bus loading
zone currently located within this area needs to be relocated. Staff believes that this
zone should be relocated approximately 90 feet east and remain on the south side of
Ontario Street in front of Sawyer Elementary School. Also, this measure includes
extending the zone from 135 to 160 feet to accommodate an additional bus that loads
passengers at the school. This zone will be extended along an area that currently is
designated with parking prohibitions for the former school crossing at the
Arizona/Ontario intersection. Due to the relocation of the crossing, these parking
prohibitions are no longer needed along this area. However, a 35' parking prohibition
will remain next to the intersection to provide adequate sight distance for motorists on
Arizona Avenue. Attached is a diagram showing the location of the proposed bus
loading zone.
Staff has contacted the school district's transportation company, Mayflower Contract
Services, concerning this measure. An official for the company, Wendy Gates,
indicated that this relocated zone would not pose a problem for the company. She
requested that the bus zone be lengthened to 160 feet to accommodate the additional
bus needed to load passengers at the school. Currently, there are three full size and
one smaller bus that load passengers along this zone. The full size busses require a
40' space to park and unload passengers. With the 160 foot zone, all four busses could
unload without waiting in the traffic lane.
This bus loading zone was designated in 1990 with provisions that it may be removed
in the future to provide traffic lanes. Ultimately, it is intended that the bus loading zone
be relocated to a drop-off area in front of Sawyer Elementary School. These plans are
still being discussed by school officials.
Staff has notified the property owner who resides on Ontario Street next to the
proposed bus loading zone about this measure. No concerns have been expressed
regarding this action. The current periods for the bus loading zone (8.00 a.m. to 4:00
p.m., Monday to Friday on School Days Only) will remain the same. Residents may
utilize this parking area during periods when this zone is not used for loading activities.

ALTERNATIVES:
1 . Relocate the bus loading zone 90 feet east, and extend the zone from 135 feet
to 160 feet to accommodate four busses. The periods for the bus loading zone (8:00
a.m. to 4:00 p.m., Monday to Friday on School Days Only) will remain the same.
2. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number one, thereby relocating the bus loading zone 90 feet east, and extend the zone
from 135 feet to 160 feet to accommodate four busses. The periods for the bus loading
zone (8:00 a.m. to 4:00 p.m., Monday to Friday on School Days Only) will remain the
same. Staff requests that this measure be passed on all three readings to
accommodate bus loading activities when school starts on August 28.
