BACKGROUND: The City has received a request to change the parking prohibitions on Jensen Drive from the west to the east side along a section from 24th Street to Luther Drive. The primary reasons for changing the prohibition is that it is creating a nuisance for residents on the east side of the street since they must pick up trash and debris along the curbside. Also, the parking would be on the same side of the street (west side) as the residents in the Grandview Square Apartment complex who primarily utilize the parking. In response to this request, staff conducted several site evaluations and observed that parking was moderate to heavily utilized on Jensen Avenue. Typically, parking along residential streets occupies less than 30%of the available space. Along Jensen Avenue, parked vehicles occupied more than 50% of the available space. Due to this utilization, staff believes that safety would be enhanced by changing the parking from the east to the west side since there are fewer number of driveways and street intersections along the west side. By relocating the parking, there would be less sight restrictions for both motorists backing out of drives, and entering Jensen Avenue from the 25th Street and 26th Street intersections approaches on the east side of the street. There would be also more available parking space along the west side to accommodate parking needs. Staff also believes that the parking prohibitions should be changed since most of the property owners support the change. Staff has spoken with a number of residents on Jensen Avenue last week concerning the proposed change of the parking prohibition. Many of the residents were either definitely in favor of the change, or did not have an opinion. However, there were also several that opposed it. These residents believed that the parking should remain as is since it provides convenient parking for them. ALTERNATIVES: 1. Change the parking prohibition on Jensen Avenue from the west side to the east side along a section from 24th Street to Luther Drive. 2. Do nothing. MANAGER'S RECOMMENDED ACTION: This is an instance where the City staff is attempting to respond to a parking change request that is hopefully acceptable to the residents in the area. Unfortuantely, there appears to be no concensus on this matter. Since more people who responded to the City's notification have supported this change than opposed it, is the recommendation of the City Manager that the City Council adopt alternative number 1 above, thereby directing the City Attorney to prepare an ordinance changing the parking prohibition on Jensen Avenue from the west side to the east side along a section from 24th Street to Luther Drive.
