VILSACK, GOVERNOR .v -'' DEPARTMENT OF NATURAL RESOURCES SALLY J. PEDERSON, LT. GOVERNOR JEFFREY R. VONK, DIRECTOR November 4, 2003 The Honorable Ted Tedesco Mayor, City of Ames P. O. Box 811 515 Clark Avenue Ames, IA 50010-0811 Dear Mayor Tedesco: On October 23, 2003, a Community Program Assistance Visit (CPAV) was conducted with the City of Ames. Ms. Tonya Leibold, Federal Emergency Management Agency (FEMA), and I met with Mr. Jeff Pearson, Building Official, to discuss the City's participation in the National Flood Insurance Program (NFIP). Iowa Department of Natural Resources (IDNR) appreciates the City of Ames' interest in properly administering the National Flood Insurance Program (NFIP). Efforts by the City of Ames in properly administering the NFIP continues to ensure residents of your community will be able to purchase federally subsidized flood insurance. As discussed during the meeting, any development located within the floodplain must be compliant with the City's floodplain management ordinance. In fact, the City is in the process of revising their ordinance due to new maps published soon. Preliminary maps were sent to the community in April 2003. Mr. Pearson indicated the City is considering including more stringent flood plain development requirements in its ordinance than those currently required by the IDNR and FEMA. At present, no single-family dwellings are being built in the floodplain. There are some commercial structures being built with no basement. Three (3) building permits were granted in the last three (3) years. Mr. Pearson confirmed the City has completed their Multi-Hazard Mitigation Plan in coordination with Story County. He also indicated there were some potential buy-out properties within the City. The State of Iowa floodplain management Desk Reference and Ready Reference were discussed. Mr. Pearson requested a copy of the FEMA preferred form for certification of structural flood proofing. I have e-mailed a copy of the form to Mr. Pearson. Overall, this CPAV identified your City conducts a successful floodplain management program.
