SUBJECT: TEMPORARY PARKING MEASURES BY AMES HIGH SCHOOL FOR
1995/96 SCHOOL YEAR.
BACKGROUND:
As in 1994/95, residents in the area of the Ames High School, request that temporary
parking measures be implemented during the 1995/96 school year to alleviate problems
caused by the overflow parking onto residential streets. Overflow parking by the high
school will continue to exist during the 1995/96 school year since Ames High School
officials indicated that approximately 100 parking spaces will be displaced in their lot
until at least December 31, 1995 by construction activities. Problems that existed last
fall due to the overflow of student parking in the neighborhood included restricted sight
distance at drives, insufficient parking for residents, trash thrown on lawns, and other
problems. Surveys during this time showed that 50 parked vehicles were present along
the residential streets west of Ridgewood Avenue. This number would increase by 70
vehicles during the school year when more students reach 16 and begin driving to the
high school.
Temporary parking measures were implemented last year after staff met with the
neighborhood during a series of meetings. These measures included both providing
additional parking on Ridgewood Avenue by the high school, and prohibiting parking for
specific periods on residential streets to discourage student parking. It is requested
that these same measures be implemented for the upcoming school year. Listed below
are these temporary restrictions for Ridgewood Avenue, Hayes Avenue , McKinley
Drive, and 20th Street.
1. McKinley Drive (Hayes Avenue to Van Buren Avenue) and Hayes Avenue (20th
Street to 24th Street) - parking prohibitions from 7:30 a.m. to 9:30 a.m. on
"school days only" on both sides of the street.
2. 20th Street (Hayes Avenue to Fellows School property) - parking prohibitions
from 7:30 a.m. to 3:00 p.m. during "school days only" on the north side.
3. Ridgewood Avenue (16th Street to Ames High Drive) - allow parking on the east
side only.
During a meeting held on Monday, June 5th at the Fellows Elementary School,
residents on 20th Street, Hayes Avenue, and McKinley Drive requested that the same
temporary parking measures be implemented as last year. They believed that the
prohibitions implemented last year were largely effective. The early morning restrictions

were intended to discourage parking by students who must attend school during this
period. These students can not be dismissed for most of the day to move their
vehicles. The temporary measures also include providing parking on Ridgewood Drive,
north of 16th Street next to the high school. With this allowance, parking for
approximately 34 vehicles can be provided in this 680' section of street.
Schedules call for the work at the Ames High School to be completed by December 31,
1995. After this period, all construction equipment, supplies, and vehicles should be
moved off the parking lots. Also, school officials have agreed to remove the three
temporary portable classroom buildings that are currently located in the lot. These
classrooms were moved to the north of the main building and are utilized for teaching
purposes during the addition and remodeling project. Staff will work with school officials
to assure that these temporary classrooms are removed from the parking lot when the
project is completed in order to provide additional parking spaces for staff and students.
It is believed by staff that these temporary parking measures can be rescinded if
abundant parking next to the High School would be made available for students,
negating the need for parking in their residential area.
ALTERNATIVES:
1. Approve the temporary measures on 20th Street, McKinley Drive, Ridgewood
Avenue, and Hayes Avenue, as listed above, for the 1995/96 school year.
2. Modify the measures.
3. Do nothing
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number one and direct the City Attorney to prepare an ordinance establishing parking
restrictions on 20th Street, McKinley Drive, Ridgewood Avenue, and Hayes Avenue, as
listed above, for the 1995/96 school year. (August - June)

Dear Mr. Pearson:
In response to your recent request, let this letter serve to document
discussions concerning the three temporary portable classroom buildings
at the Ames High School. The temporary classrooms were located west of
the main high school building prior to beginning construction of the
addition and remodel. The classrooms were moved to the north of the
main building and will be utilized for teaching purposes during the
addition and remodel project. Upon completion, it is the intent of the
school district to disconnect and remove the temporary classroom
buildings from the High School ; grounds. The construction project is
expected to be completed by December 15, 1995.
Please advise if you require any additional information or documentation.

The staff proposal to the council dated June 13 , 995
would repeat the measures applicable during 1994-95 . The
neighborhood concurs but with the request for a slight safety
modification.
That modification would restrict parking on the south
side of 20th street from Cooledge to Ridgewood from 7: 30
a.m. to 9: 30 am during the busiest morning commuting time.
- This is the same as the Hays and McKinley Street restriction
and for the same reason, safety.
- Many vehicles that park on the south side arrive from
the east and thus must turn around to park. They do this
by pulling into drives on the north side and backing across
two busy lanes of traffic. Squealing of tires and honking
of horns attest to the effect on moving traffic.
The parked cars block the vision from the drive leading
to the parking lot of Northminster Church. There is a pre-
school and post-school "latch key" program being operated
by city permit at the church. Children are brought by their
parents who pull into the drive and when leaving, are confronted
by blocked vision and the traffic confusion of the rush
period including the backing and turning vehicles.
- School administrators state that there will be an additional
50 students this year. These will be mostly 9th graders
who will be transported by parents adding to the total traffic.
- This is a city bus route and the limited space for
the east-bound bus stop causes busses to stand in the traffic
lane to pick up passengers. With delayed parking the busses
can get to and from the curb.
- Delaying parking on this segment is a no-cost common
sense safety action. The space will still be available
to school related, residential and church visitors after
the confused, busy morning movement. Your approval will
be appreciated.
