HomeMy WebLinkAboutA002 - Council Action form dated February 23, 1995 ITEM#._ 16 __ DATE 2/23/95 COUNCIL ACTION FORM SUBJECT: CHANGES IN SECTION 17.25 OF THE AMES MUNICIPAL CODE RELATING TO PRECIOUS METALS, PAWNBROKERS AND ITINERANT DEALERS BACKGROUND: Section 17.25 of the Municipal Code was enacted in 1985 with a purpose of aiding law enforcement in their efforts to recover stolen property. The sections that deal with the requirements for pawn shop and itinerant dealers have proven to be valuable legislation and have indeed been of assistance to the Police Department. The inclusion of "local merchant" in the original ordinance has shown to be of little benefit and places unneeded burdens on them. The attached proposed ordinance is the same as the previous one except that local merchants would not be included in the definition of "Dealer". ALTERNATIVES: 1. Adopt the new section 17.25 of the Municipal Code, which deals with precious metals, pawnbrokers and itinerant dealers. 2. Do not adopt the proposed ordinance. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative #1 and approve the changes to Section 17.25 of the Municipal Code. This change will maintain the portions of the ordinance which benefit law enforcement and remove unneeded burdens on local merchants. COUNCIL ACTION:
