SUBJECT: Staff Response to Neighborhood Comments on the Proposal to Amend the
Land Use Policy Plan (LUPP) from RM (Residential: Medium-Density) to C
(Commercial) and to Rezone Property at 2406 and 2416 Grand Avenue
from R-3 (Medium-Density Residential) to P-C (Planned Commercial).
The Northeast Neighborhood Association has submitted comments in regards to the
proposed rezoning of property at 2406 and 2416 Grand Avenue, as requested by the
Planning & Zoning Commission at the meeting held on December 21, 1994.
The neighborhood position includes a statement that a bank not be included as a
permitted use on the subject properties because of its sizeable traffic generation. The
only permitted uses on the properties at 2406 and 2416 Grand Avenue would be business
and professional offices. In addition, the neighborhood is supportive of restricting land
use of the property at 609 24th Street (Carr Hardware) to a professional office at the time
of redevelopment of the property.
City staff continue to support a bank as an appropriate land use for the properties at 2406
and 2416 Grand Avenue. The traffic generation is greater than what would be
experienced with an office land use, but not so great as to compromise the function of
this area as transitional between intense commercial development and low-density
residential if approved in combination with the restriction for professional office use on the
property directly to the east (609 24th Street). The professional office use at 609 24th
Street would be compatible with the low-density residential properties to the east and
south and would separate residential properties from the bank at the intersection of 24th
Street and Grand Avenue. In addition, the hours of operation and the absence of
deliveries make a bank more compatible as a land use than the more intense commercial
land uses found on the west side of Grand Avenue.
If the Commission recommends a bank as an impermissible use for property at 2406 and
2416 Grand Avenue, the P-C Plan for these properties cannot be approved without
changes to the design of the building since the P-C Plan includes a bank as one of the
uses of the proposed building, and a drive-up is part of the building design.
