HomeMy WebLinkAboutA001 - Council Action Form dated November 22, 1994 1 Item # 4CZ Date: November 22, 1994 COUNCIL ACTION FORM SUBJECT: ORDINANCE DESIGNATING PROHIBITIONS ON 20TH STREET, HAYES AVENUE, AND MCKINLEY DRIVE. BACKGROUND: On Tuesday, November 1 , staff held a meeting at Fellows School with residents of Hayes Avenue, McKinley Drive, and 20th Street to discuss the recent parking prohibitions that were implemented to reduce student parking in the area. These parking prohibitions were implemented only in the month of October on streets including both sides of Hayes Avenue (20th Street to 24th Street) and McKinley Drive (Hayes Avenue to Van Buren Avenue). Also, parking prohibitions were implemented for the entire 1994/95 school year on the north side of 20th Street (Hayes Avenue to Fellows School). In order to allow residents to utilize on-street parking during most of the day, the prohibitions were designated from 7:30 a.m. to 9:30 a.m. during "school days only". It was intended that this restriction would discourage parking by students who must attend school in the early morning periods. Overall, residents were satisfied with the results of the parking prohibitions since it did considerably reduce parking along 20th Street, Hayes Avenue, and McKinley Drive. However, residents on 20th Street believed that the prohibition should be extended from 7:30 a.m. to 3:00 p.m. because many students were moving their vehicles during the morning period to park along their property. Residents believed that the prohibition should be changed to a 7:30 a.m. to 3:00 p.m." period to effectively remove all on- street parking during the day. All residents that would be affected by this change on 20th Street were present at the meeting, and they did not believe that they needed to have parking along their street for their own use. The residents on Hayes Avenue and McKinley Drive believed that the prohibition (7:30 a.m. to 9:00 a.m.) was effective in reducing the on-street parking, in the area, that was caused by the overflow of the Ames High School parking lot. This prohibition was implemented during the month of October only, and residents requested that it be extended through the entire 1994/95 school year. It was believed that this ordinance could be rescinded if abundant parking next to the High School was made available for students, negating the need for parking in their residential area. The residents also were in agreement that parking should be taken off both sides of Hayes Avenue from 20th Street to McKinley Drive to enhance safety. Staff recommends that the measures, that were requested by residents to reduce problems caused by the high utilization of on-street parking in these residential areas, r CAF - 20/Hayes/McKinley November 22, 1994 Page 2 be implemented. On-street parking along these streets creates problems including the lack of sight distance for motorists backing out of drives, limited parking for residential use, hindrances to snow removal efforts, nuisances associated with litter and noise, and other problems. Staff has sent notices to residents and property owners con- cerning these proposed prohibitions. ALTERNATIVES: 1 . Approve the parking prohibitions for the following streets: 1 .) Hayes Avenue (20th Street to McKinley Drive) - parking prohibitions on both sides for all periods. 2.) McKinley Drive (Hayes Avenue to Van Buren Avenue) and Hayes Avenue (20th Street to 24th Street) - extend the prohibitions from 7:30 a.m. to 9:30 a.m. "on school days only" for the entire 1994/95 school year. 3.) 20th Street (Hayes Avenue to Fellow School) - change the time period of the prohibition from the 7:30 a.m. to 9:30 a.m." period to a 7:30 a.m. to 3:00 p.m." period during school periods only for the 1994/95 school year. 2. Change the proposed parking prohibitions. 3. Do nothing. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1 above, thereby approving the parking prohibitions for the following streets: 1 .) Hayes Avenue (20th Street to McKinley Drive) - parking prohibitions on both sides for all periods. 2.) McKinley Drive (Hayes Avenue to Van Buren Avenue) and Hayes Avenue (20th Street to 24th Street) - extend the prohibitions from 7:30 a.m. to 9:30 a.m. "on school days only" for the entire 1994/95 school year. 3.) 20th Street (Hayes Avenue to Fellow School) - change the time period of the prohibition from the 7:30 a.m. to 9:30 a.m." period to a 7:30 a.m. to 3:00 p.m." period during school periods only for the 1994/95 school year. It is recommended by staff that City Council suspend the rules and approve this ordinance on all three readings in order to reinstitute parking prohibitions on Hayes Avenue and McKinley Drive as requested by residents.
