COUNCIL ACTION FORM
SUBJECT: DESIGNATING PARKING PROHIBITIONS IN THE NORTHRIDGE
PARKWAY SUBDIVISION 12TH ADDITION.
BACKGROUND:
During the review of Northridge Parkway Subdivision 12th Addition, staff indicated to
developers that parking prohibitions should be designated along one side of subdivision
streets. This measure is needed to provide a safe street width for passage of local
traffic and emergency vehicles. Streets included in this subdivision are Evergreen
Circle and Hemlock Circle. Parking prohibitions have been designated along the east
side of Evergreen Circle as part of the Northridge Subdivision 11 th Addition plan.
Staff had determined that parking prohibitions are necessary since subdivision plans
call for 27' and 31' street widths. With these widths, parking prohibitions are needed to
provide a two-way traffic flow. With parking present on both sides of the street, the
available street width for traffic is reduced to 15', or one lane of travel. When this
parking is present, it not only creates a hazardous situation for traffic, but also restricts
access by emergency vehicles.
The developers, Hunziker and Furman, requested that parking prohibitions be
designated along the south side of Hemlock Circle in the CDP plan for this street. It is
consistent with parking prohibitions on adjacent streets in the new subdivisions.
ALTERNATIVES:
1 . Designate parking prohibitions along the south side of Hemlock Circle from
Evergreen Circle to the radius of the circle, as agreed to by developers in the
Northridge Subdivision 12th Addition.
2. Modify the proposed locations of the prohibitions.
3. Do nothing.

MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number one above, thereby approving an ordinance prohibiting parking along the south
side of Hemlock Circle from Evergreen Circle to the radius of the circle, as agreed to by
developers in the Northridge Subdivision 12th Addition.
