COUNCIL ACTION FORM
SUBJECT: ESTABLISHING PARKING PROHIBITIONS, THROUGH ROUTE
DESIGNATIONS, AND SPEED LIMITS ON S.E. 5TH STREET.
BACKGROUND:
The project for constructing S.E. 5th Street from Dayton Avenue to Freel Drive has
been completed. Since this is a new "through" street, several measures must be
implemented to enhance safety including prohibiting parking, establishing speed limits,
and designating traffic controls at intersections along this street. Parking should be
prohibited along both sides of the street due to it's 26' width, which is only sufficient for
two lane traffic flow. Parking should not be allowed on the rock shoulders since it would
create sight distance problems at accesses and other hazards associated with the
presence of parked vehicles. It would also require additional maintenance to repair
rutting and other damage, and would increase snow removal efforts.
Traffic controls should also be placed on S.E. 5th Street. Since this street intersects
with Dayton Avenue and Freel Drive, stop controls should be placed on S.E. 5th Street
at these locations. Also, this street should be designated as a "through" street since it
is designed to carry through routes in this industrial area. It is also the only east-west
street between S.E. 16th Street and Lincoln Way in the area.
Since this street is intended to be a "through" route, speed limits greater than 25 mph
should be designated. After evaluating the street design and other conditions, staff
believes that a 35 mph speed limit should be designated on this street. The street
design includes two horizontal curves, 13' lane widths, and a flat vertical grade. It is
expected that this street will carry heavy truck traffic. This proposed 35 speed limit is
consistent with other speed limits on City streets with similar conditions.
ALTERNATIVES:
1 . Designate S.E. 5th Street as a "through" street and approve the following traffic
controls:
a) parking prohibitions on both sides of S.E. 5th Street (Dayton Avenue to Freel
Drive),
b) 35 mph speed limit, and
c) stop controls on S.E. 5th Street at Dayton Avenue and Freel Drive.
2. Designate other traffic control measures on S.E. 5th Street.
3. Do nothing.

MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt alternative
number one above, thereby designating S.E. 5th Street as a "through" street and
approve the following traffic controls:
a) parking prohibitions on both sides of S.E. 5th Street (Dayton Avenue to Freel
Drive),
b) 35 mph speed limit, and
c) stop controls on S.E. 5th Street at Dayton Avenue and Freel Drive.
Since S.E. 5th Street is open to traffic, it is recommended by staff that City Council
suspend rules and pass this ordinance on the first reading to establish traffic controls
on this street.
