Current R-4 zoning is sturctured so an owner can build a new apartment buildiri�vvth the
minimum parking (2 spaces/apt.), and thereby, require occupancy of only 3 unrelatdd
people per unit. After the building is up, the 3 unrelated people can mushroom to 5
students per apartment and an illegal parking shortage is created.
The R-3 zoning district helps prevent the parking shortage mentioned above, by allowing
a mazimum of 4 students per apartment, instead of five. The illegal parking shortage
noted above is reduced by one space per apartment.
The R-3 zoning creates a more suitable land to building ratio, providing the land needed
for extra parking spaces (i.e. example 3 spaces for 4 students occupying a 4 bedroom
apartment).
An R-3 zoning district adjacent to Stanton would also allow for some diversity of
apartment design in the immediate neighborhood, 3 story apartment intermixed with 4 to 9
story buildings.
The present R-3 zoning serves as a buffer to both the Crawford single family
neighborhood, our school, and partially helps reduce traffic congestion when young adults
scoop subject's block(Knapp, Welch, Chamberlain, & Stanton).
The advantages of R-3 zoning are summcirized as follows:
1) Provides architectual diversity
2) Provides a more suitable land to building ratio, so all parking will fit on the site with
maximum occupancy.
3) Serves as a buffer& is more user friendly to both students occupying the properties, to
the adjacent single neighborhood, and to traffic circulation.
The Crawford N.A. feels the current strip of R-3 zoning on Stanton Ave is more
appropriate for preserving our adjacent single family neighborhood and represents
previous good, planning concepts.
The Crawford N.A. requests that variences be applied to Mr. Bush's older houses, so a
greater number of renters can occupy them. This solution meets Mr. Bush's goals and still
provides zoning more user friendly to the area. Mr. Bush's proposed 8-plex falls under the
R-3 guidelines and farther supports the fact that the R-3 zoning is financially feasible,
appropriate, and adequate for new student rental housing_
The Crawford N.A. respectfully asks that the current area zoned R-3 along Stanton,
remain unchanged, and continue to be zoned as an R-3 district.
