COUNCIL ACTION FORM
SUBJECT: PUBLIC HEARING TO CONSIDER AN AMENDMENT TO SECTION
29.20(18)(E) TO ALLOW A MINIMUM SETBACK OF TWENTY (20) FEET FROM
THE EXTERIOR BOUNDARIES OF MOBILE HOME PARKS FOR DETACHED
GARAGES.
ACTION FORM SUMMARY: This is a request to approve an amendment to the
Zoning ordinance requirements for detached garages in mobile home parks.
The Planning & Zoning Commission and staff recommend approval of this
ordinance amendment.
BACKGROUND:
The owner of Meadow Lane Mobile Home Park has requested that Section 29.20. "R-
5" (Mobile Home) District, of the Municipal Code, be amended to allow a minimum
setback of 20 feet from the exterior boundaries of mobile home parks for detached
garages. The current minimum required setback for detached garages is thirty (30)
feet.
On December 8, 1992, the City Council adopted ordinance amendments to Section
29.20. The following setback requirements for mobile homes, room additions, awnings
and open decks were adopted at that time.
(18)(e) No part of any mobile home, or room addition shall be located less
than thirty (30) feet from the exterior boundary of the mobile home
park, except for awnings and raised open decks.
Awnings and open decks may extend up to ten (10) feet into the
required thirty (30) foot setback area.
The proposed amendment would adopt the same minimum setback for detached
garages as we presently have for awnings and raised open decks in mobile home
parks.
ANALYSIS:
Current zoning regulations for mobile home parks allow awnings and raised open
decks to extend up to ten (10) feet into the required thirty (30) foot setback area.
A minimum setback standard of twenty (20) feet for detached garages would be
consistent with the setback requirement for awnings and raised open decks.
In addition, the proposed setback for detached garages is consistent with the minimum
setback of twenty (20) feet from the street for garages and twenty (20) feet between
structures.
The proposed ordinance amendment to allow the new setback for detached garages
would read as follows:
(18)(e) No part of any mobile home, or room addition shall be located less than
thirty (30) feet fro the exterior boundary of the mobile home park, except
for awnings, raised open decks and detached garages.
Awnings and open decks may extend up to ten (10) feet into the required
thirty (30) foot setback area. Detached garages shall be located not
less than twenty (20) feet from the exterior boundary of the mobile
home park.
STAFF COMMENTS:
City staff support the proposed amendment to allow a minimum setback of twenty (20)
feet for detached garages. This is consistent with setback requirements for awnings
and raised open decks and other required setbacks between structures and between
the front of a garage and the street.
The Planning and Zoning Commission reviewed this request at their meeting of
September 7, 1994 and recommended that this amendment be approved.
ALTERNATIVES:
1. The City Council can approve an amendment to Section 29.20(18)(e) of the
Municipal Code to allow a minimum setback of twenty (20) feet from the exterior
boundaries of mobile home parks for detached garages.
2. The City Council can deny approval of an amendment to Section 29.20(18)(e) of
the Municipal Code to allow a minimum setback of twenty (20) feet from the
exterior boundaries of mobile home parks for detached garages.
3. The City Council can table this request and refer it back to City staff and/or the
applicant for additional information.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt Alternative
#1. This will approve the proposed amendment to allow a minimum setback of twenty
(20) feet from the exterior boundaries of mobile home parks for detached garages.
