HomeMy WebLinkAboutA002 - Council Action Form dated September 13, 1994 Item # Date: September 13, 1994 COUNCIL ACTION FORM SUBJECT: REVISED ORDINANCE FOR RIDGEWOOD AVENUE PARKING PROHIBITIONS. BACKGROUND: During the August 23th meeting, staff proposed that parking be prohibited on the east side of Ridgewood Avenue from 16th Street to 20th Street. Originally, staff had proposed to prohibit parking along Ridgewood Avenue to accommodate the heavy traffic flow. Currently, Ridgewood Avenue carries approximately 5,000 vehicles per day. It was believed that parking should be prohibited along this section to reduce conflicts caused by the presence of parked vehicles. Since that time, Ames High School started classes (August 29) and parking problems developed along 20th Street, McKinley Drive, and Hayes Avenue. This problem was a result of the parking overflow from the Ames High School lot caused by the building construction that displaced 90 parking spaces along the north side of the school. According to Ames High School officials, these parking spaces will be utilized throughout the school year for construction activities. Staff is working with the Ames School Administration to alleviate the parking problem in the residential area. One of the alternatives is to allow additional parking along the east side of Ridgewood Avenue from 16th to Ames High Drive for the remainder of the school year. Currently, parking is prohibited on the west side of Ridgewood Avenue from 16th to 20th Street, and along most of the east side between Ames High Drive and 20th Street. With no other alternative available for creating additional on-street parking, staff believes that parking should be allowed along Ridgewood Avenue between Ames High Drive and 16th Street during the duration of the construction at the high school. This area would be a better location for on-street parking than streets within the residential area since there are no driveway or intersection accesses along this section. However, staff believes that parking should not be allowed north of Ames High Drive since it would conflict with turning traffic at the Ames High Drive and 20th Street intersection. By allowing additional parking along the east side of Ridgewood Avenue from 16th Street to Ames High Drive, sufficient space would be created to accommodate 34 parking spaces. This would alleviate most of the parking present in the neighborhood. Surveys showed that approximately forty vehicles are present on 20th Street (east of CAF - Ridgewood Parking September 13, 1994 Page 2 Ridgewood Avenue), Hayes Avenue, and McKinley Drive. Of these forty vehicles, approximately twenty-five vehicles are parked along street sections with residential drives. In order to discourage student parking, parking prohibitions will be considered along these residential streets that have residential driveway accesses. ALTERNATIVES: 1 . Prohibit parking along the east side of Ridgewood Avenue from 16th Street north 120 feet, and 175' south of Ames High Drive north to 20th Street. This would allow parking along the east side of Ridgewood Avenue on a 675' section between 16th Street and Ames High Drive for this school year. 2. Prohibit parking along the entire east side of Ridgewood Avenue from 16th to 20th Street. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1 above, thereby prohibiting parking along the east side of Ridgewood Avenue from 16th Street north 120 feet, and 175' south of Ames High Drive north to 20th Street. This would allow parking along the east side of Ridgewood Avenue on a 675' section between 16th Street and Ames High Drive for this school year.
