HomeMy WebLinkAboutA001 - Council Action form dated August 23, 1994 COUNCIL ACTION FORM On Item # Date: August 1994 SUBJECT: Ordinance prohibiting parking on 20th Street from Grand Avenue to Ferndale Avenue. BACKGROUND: Traffic lane improvements can be made at the west approach of the Grand Avenue/20th Street intersection to reduce traffic delays. Currently, parking is allowed on both sides of this 44' street, which prevents designating turning lanes at the approach. By prohibiting parking on both sides of 20th Street from Ferndale Avenue to Grand Avenue, a right-turn lane can be added to reduce delays for motorists. Due to the higher traffic volumes at the approach, staff believes that this measure is justified in order to significantly reduce delays for eastbound motorists, as well as for other motorists at the intersection. This measure would significantly reduce traffic delays for eastbound motorists making a right turn at the intersection. This volume consists of approximately 900 vehicles per day (vpd) of the total 1,800 vpd at the approach. With this lane, motorists making right turns would not be impeded by left-turning and through traffic. It would reduce delays for these motorists by approximately 30% to 50%. Staff has discussed this measure with the residents at 2002 Ferndale Avenue, Maurice and Martha Geist, residing on this street section. They acknowledge the need to enhance safety at the intersection and believe that their visitors could park on the east side of Ferndale Avenue next to their home. The property owners along the south side of 20th Street are the City of Ames and Iowa Electric and Power. Currently, parking is restricted adjacent to the corner lot owned by Iowa Electric and Power. ALTERNATIVES: 1 . Prohibit parking on both sides of 20th Street from Grand Avenue to Ferndale Avenue. 2. Prohibit parking along the south side of 20th Street from Grand Avenue to Ferndale Avenue. 3. Do nothing. CAF - 20th (Grand to Ferndale) August 23, 1994 Page 2 MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council adopt alternative number 1 above, thereby directing the City Attorney to draft an ordinance prohibiting parking on both sides of 20th Street from Ferndale Avenue to Grand Avenue.
