COUNCIL ACTION FORM
SUBJECT: Proposed Ordinance Prohibiting Minors in Strip Joints
BACKGROUND:
Code of Iowa Section 728.5 prevents the holder of a liquor license or beer
permit from allowing the exposure of the genitals or buttocks or female
breasts of any employee or entertainer. The introduction of so-called "juice
bars" has allowed these exposures to occur.
The obscenity section of the Code of Iowa prevents those under 18 years of
age from access to obscene material in "adult book stores", but fails to
address the situations occurring in "juice bars". Police officers have seen
significant numbers of persons who appear to be under 18 years of age in
the local "juice bar".
ALTERNATIVES:
1. Set a date for consideration of the attached ordinance that would
prohibit minors in strip joints.
2. Take no action.
MANAGER'S RECOMMENDED ACTION:
It is the Manager's recommendation that the City Council adopt Alternative 1
and set a date for consideration of the attached ordinance prohibiting
minors in strip joints.
