SUBJECT: Prohibiting parking and delivery activities on Chamberlain Place south of
211 Chamberlain Place.
BACKGROUND:
A request has been received from Scott Randall, 303 Welch Avenue, to prohibit "double
parking" on a City of Ames alley. Mr. Randall's main concern is that trucks frequently
park in front of 211 Chamberlain Place, blocking access to his building. These trucks
are often unloading supplies to the two business adjacent to the alley, DaVinci's (2514
Chamberlain Street) and Pizza Pit (207 1/2 Welch Avenue). When these trucks are
parked in front of his property, they completely block access to his building.
Chamberlain Place has a width of 16' that prohibits vehicle passage when trucks are
parked along this alley. There is no street access to this building.
Truck loading activities on the south end of Chamberlain Place next to Chamberlain
Street has also created problems for the users of the City's new Welch Lot T parking
lot. It has been reported that trucks park in front of the alley approach, and block
access to the parking lot. Staff believes that this prevents adequate circulation within
the lot, since many vehicles parked along the parallel spaces on the north curb must
drive out of the lot from this approach.
Currently, the City Code does allow trucks to deliver along alleys during the period
when they are expeditiously loading and unloading freight, merchandise, or materials
(Ord. No.18.17(14a)). Trucks are also allowed to remain parked in an alley for periods
not exceeding two hours while loading supplies (Ord. No. 18.16). This is an
unacceptable situation for Mr. Randall, who must have access to his building during
most periods throughout the day.
Staff believes that parking prohibitions (including delivery activities) should be
implemented along Chamberlain Place to allow full access for the building at 211
Chamberlain Place and the City's Parking Lot at 214 Welch Avenue. Parking
prohibitions should be designated along Chamberlain Place south of the north property
line of 211 Chamberlain Place. Since there have been no reports of other problems
concerning truck loading activities in alleys or streets, staff believes that this may be an
isolated case where truck parking presents a problem. In most cases, it is believed that
restricting truck parking in alleys would create hardships for businesses and residents,
and that these problems should be dealt with on a case by case basis.

Staff has contacted the three businesses (Randall Corp., Pizza Pit, and DaVinci's)
affected by this restriction. DaVinci's manager had no problem with the measure.
However, the owner of Pizza Pit expressed concern that there would be problems with
his deliveries if this prohibition was designated. He said that since many of his
deliveries occur at the same time, there would not be enough space to store them.
Currently, there is a designated truck loading zone on Chamberlain Place next to the
DaVinci's business. Also, truck parking would be allowed along Chamberlain Place
north of the 211 Chamberlain Place property. Signage would be posted designating the
parking prohibitions.
ALTERNATIVES:
1. Prohibit truck deliveries along both sides of Chamberlain Place south of the north
property line of 211 Chamberlain Place.
2. Do nothing.
3. Modify the length of the prohibition.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alternative number 1
above, thereby directing the City Attorney to draft an ordinance prohibiting truck
deliveries along both sides of Chamberlain Place south of the north property line of 211
Chamberlain Place.
