HomeMy WebLinkAboutA003 - Council Action Form dated May 24, 1994 ITEM #: 3 7co DATE: 05/24/94 COUNCIL ACTION FORM SUBJECT: Motion to Direct City Staff to Prepare Ordinance Amendments to Chapter 29, Zoning, of the Municipal Code to Adopt Shared Parking Regulations in the H-M (Hospital- Medical) Zoning District. ACTION FORM SUMMARY: The Planning and Zoning Commission proposes the adoption of amendments to the Zoning Ordinance that would establish shared parking regulations for the H-M district. City staff recommend that the City Council direct staff to prepare ordinances to adopt the Planning and Zoning Commission recommendations. BACKGROUND: The Planning and Zoning Commission has studied the off-street parking regulations for the H-M (Hospital-Medical) zoning district. The Commission's recommendations for shared parking regulations were presented to the City Council on October 26, 1993. At this time, City staff request that the City Council decide if they wish to proceed with regulations for shared parking. If Council decides to proceed, City staff should be directed to prepare ordinance amendments for consideration by City Council. ANALYSIS: Land Use Policy Plan. The H-M (Hospital-Medical) Policy adopted by City Council on April 14, 1992 addresses the need for shared parking regulations. Specifically, the H-M Policy states that implementation should include: Encouragement of shared development and usage of health-care and parking facilities which will include master site planning and coordinated traffic design. Existing Off-Street Parking Regulations. Section 29.42, Location of Parking Spaces; Shared Use, establishes regulations for off-street parking used jointly by two or more buildings or establishments. The off-site parking spaces must be located within three hundred (300) feet of the subject property. Up to one hundred percent (100%) of the parking spaces required for a church or school auditorium may be provided and used jointly by certain types of land use; provided, however that a written agreement is properly executed. Section 29.40, Off-Street Parking Required, specifies the minimum number of off- street parking spaces for medical and dental clinics. Minimum requirements are one (1) parking space for each two hundred (200) square feet of floor area, which is equal to five (5) parking spaces for each one thousand (1,000) square feet of floor area. Proposed Off-Street Parking Regulations. The following off-street parking requirements are proposed: Five (5) parking spaces for each one thousand (1,000) square feet of floor area for medical and dental offices that have a signed agreement for shared parking between adjacent properties. Seven (7) parking spaces for each one thousand (1,000) square feet of floor area for medical and dental offices that do not have a signed agreement for shared parking between adjacent properties. The minimum off-street parking requirement for medical and dental offices located on lots that include 50,000 or more square feet of lot area shall be as follows: Five (5) parking spaces for each one thousand (1,000) square feet of floor area. STAFF COMMENTS: Shared parking agreements would enable developers to use more of each property for buildings and less for parking since the number of required parking spaces would be less and parking spaces could be located on other properties. This is an incentive for adjacent property owners to form shared parking agreements. Planning and Zoning Commission Recommendation. The Planning and Zoning Commission recommended ordinance amendments to Chapter 29, Zoning, of the Municipal Code to adopt shared parking regulations for the H-M (Hospital-Medical) district, as described above. ALTERNATIVES: 1. The City Council can direct City staff to prepare ordinance amendments to Chapter 29, Zoning, of the Municipal Code to adopt shared parking regulations for the H-M (Hospital-Medical) district, as recommended by the Planning and Zoning Commission. 2 ' 9 2.
