SUBJECT: Designating Parking Prohibitions in the Northridge Parkway Subdivision
11 th Addition.
BACKGROUND:
During the review of Northridge Parkway Subdivision 11th Addition, staff indicated to
developers that parking prohibitions should be designated along one side of subdivision
streets. This measure is needed to provide a safe street width for passage of local
traffic and emergency vehicles. Streets included in this subdivision are Aspen Road,
Aspen Circle, Evergreen Road, Evergreen Circle, Ridgetop Road, Balsam Circle,
Alderwood Circle, and Sumac Circle.
Staff had determined that parking prohibitions are necessary since subdivision plans
call for 27' and 31' street widths. With these widths, parking prohibitions are needed to
provide a two-way traffic flow. With parking present on both sides of the street, the
available street width for traffic is reduced to 15', or one lane of travel. When this
parking is present, it not only creates a hazardous situation for traffic, but also restricts
access by emergency vehicles.
The developers, Hunziker and Furman, requested that parking prohibitions be
designated along the north side of Aspen Road, Alderwood Circle, and Balsam Circle;
on the east sides of Sumac Circle, Aspen Circle, Evergreen Road, and Evergreen
Circle; and the west side of Ridgetop Road. Attached is a diagram showing the location
of these proposed parking prohibitions.
ALTERNATIVES:
1. Designate parking restrictions in the Northridge Parkway Subdivision 11 th
Addition as follows: along the north side of Aspen Road, Alderwood Circle, and
Balsam Circle; on the east sides of Sumac Circle, Aspen Circle, Evergreen
Road, and Evergreen Circle; and the west side of Ridgetop Road.
2. Modify the proposed locations of the prohibitions.
3. Do nothing.

MANAGER'S RECOMMENDED ACTION:
it is recommended by the City Manager that the City Council adopt alternative number 1
above, thereby directing the City Attorney to draft an ordinance prohibiting parking in
the Northridge Parkway Subdivision 11 th Addition as follows: along the north side of
Aspen Road, Alderwood Circle, and Balsam Circle; on the east sides of Sumac Circle,
Aspen Circle, Evergreen Road, and Evergreen Circle; and the west side of Ridgetop
Road.
