HomeMy WebLinkAboutA001 - Council Action Form dated April 12, 1994 COUNCIL ACTION FORM Item # 40 Date: April 12, 1994 SUBJECT: Revising the "Through Route" ordinance for traffic signal and stop sign controls on Elwood Drive. BACKGROUND: Elwood Drive is designated as a through route, and under ordinance 26.62, City Council must modify this ordinance when stop and yield signs, or traffic signals are placed along the route that may interrupt traffic flows. During the past year, traffic controls have been placed along three Elwood Drive intersections that would fall under this category. Included are the traffic signals at the Elwood Drive/Mortensen Road and Elwood Drive/South 16th Street intersection that were installed last fall in conjunction with the Elwood Drive Resurfacing Project. These signals were warranted based on traffic volumes, and were programmed in the Capital Improvement Budget. Since these signals operate to alternately stop traffic flows on Elwood Drive and the side streets, the "through route" ordinance needs to be modified to reflect this activity. Also, the "through route" ordinance needs to be modified since a 3-way stop control was placed at the Elwood Drive/Airport Road/Oakwood Road intersection to enhance safety. By placing this stop control, southbound traffic on Elwood Drive must stop at the intersection. ALTERNATIVES: 1. Modify the "Through Route" ordinance to include signal and stop sign exceptions along Elwood Drive at the Oakland Road/Airport Road, South 16th Street, and Mortensen Road intersections. 2. Do nothing. MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council adopt alternative number 1 above, thereby approving the ordinance on first reading to modify the "Through Route" ordinance to include signal and stop sign exceptions along Elwood Drive at the Oakland Road/Airport Road, South 16th Street, and Mortensen Road intersections.
