During January, a letter had been sent to property owners, business owners, and residents along loth, 11th, and 12th Street concerning implementing an alternate side parking restriction. After several responses about implementing this measure on loth Street, staff proposes to not change parking restrictions on this street until another letter is distributed concerning this measure. However, it is recommended that the ordinance be approved for designating an alternated-side parking restriction on 11th and 12th Street from Duff to Carroll. Staff had proposed to change the parking regulations along these streets since the Street Division crews experience difficulty maintaining and clearing snow due to the heavy utilization of on-street parking. Also problems are experienced on these streets since vehicles are allowed to remain parked for up to a 72 hour period without being relocated. These conditions prevent snow from being adequately cleared along the parking lanes and curb sides, and contributes to hazardous conditions for motorists and pedestrians. With an alternate side parking restriction between a 8:00 AM to 5:00 P.M. period, vehicles will be parked alternately along these curb sides, allowing the street crews to adequately remove snow during succeeding days. Staff has reconsidered their recommendation to implement an alternate side parking prohibition on 10th Street. It's believed that since 10th Street is constructed at a narrower (26') width compared with the typical street widths of (31') , additional problems may be experienced when parking is present on both sides during the evening period. When vehicles are present on both sides of a typical 31' street, a 15' lane is open for traffic. This width is adequate to allow passage of emergency and snow emergency vehicles. However on a 26' street, this lane width is narrowed to 10 feet when parking is present on both sides. When snow accumulations are present, this width could be additionally narrowed by 2-4 feet. During these periods, snow removal and emergency activities may be hampered by this narrow lane width. Currently, staff is exploring other alternatives to improve snow removal activities on 10th Street. During this evaluation, staff will work with the residents of loth Street between Duff Avenue and Burnett Avenue to ascertain their concerns before a recommendation is brought back to Council for action.
