SUBJECT: Alternate side parking prohibitions on 10th Street, 11th Street, and 12th
Street.
BACKGROUND:
In the past, City crews have experienced problems while performing maintenance and
snow clearing on 10th Street, 11th Street, and 12th Street next to the hospital and clinic
area due to the presence of parked vehicles. Currently, these streets have parking
prohibitions on one-side only. Due to the heavy utilization of parking on the street
during most periods, City crews are unable to adequately clear snow and perform other
regular maintenance along the parking lanes and curb sides where parking is allowed.
This situation contributes to hazardous conditions for both pedestrians and motorists.
Staff believes that conditions should be improved by designating an alternate side
parking restriction from 8:00 a.m. to 5:00 p.m. on these street segments. With this
designation, maintenance and snow clearing activities will be performed on succeeding
days. Listed below are the streets segments that are being recommended for this
measure.
11 th Street - Duff Avenue to Carroll Avenue
12th Street - Duff Avenue to Carroll Avenue
10th Street - Duff Avenue to Burnett Avenue
Staff has sent approximately 50 notices to all residents and property owners in this
area informing them of the proposed change, and requesting input concerning this
measure. There were only three responses, all supporting the measure. However,
Brian McWaters requested that a later evening period be designated for the turn-over
time on 10th Street due to the narrow 26' street width. He recommended that a 8:00
p.m. time be established instead of the 5:00 p.m. period that is typical in the area. By
designating this later period, he believed that it would minimize the time when vehicles
would be parked on both sides of the street. Staff has evaluated this request, and we
still believe that the change over period should be from 5:00 p.m. to 8:00 a.m. due to
the convenience for residents. This alternate-side parking restriction also coincides
with all others in the area, where problems have not been reported. If implemented,
staff will continue to monitor conditions on these streets to determine if changes should
be made. Attached is the notice sent to the property owners and residents in the area.

Staff also considered other measures to improve conditions, including designating
these streets as snow routes. However, it was believed that these streets should not
be designated as snow routes since criteria was not met for this measure. In the past,
the City has designated snow routes on streets that either are classified as collector or
arterial street routes, or are located on bus routes.
ALTERNATIVES:
1. Designate alternate-side parking restrictions with a 5:00 p.m. to 8:00 a.m.
change over period on 10th Street, 11 th Street, and 12th Street next to the
hospital and clinic areas.
2. Modify alternate #1, and designate an alternate-side parking restriction on 10th
Street with a 8:00 p.m. to 8:00 a.m. change-over period.
3. Designate 10th Street, 11th Street, and 12th Street next to the hospital and clinic
areas as snow routes.
4. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alternative number
#1 above, thereby directing the City Attorney to draft an ordinance designating an
alternate-side parking restriction with a 5:00 p.m. to 8:00 a.m. change over period on
10th Street, 11th Street, and 12th Street next to the hospital and clinic areas.
