HomeMy WebLinkAboutA004 - Letter dated January 7, 1994 to City Council from Traffic Engineer TO: Mayor and City Council FROM: Scott Logan, City Traffic Engineer �c- DATE: January 7, 1994 SUBJECT: Contact with Steve Padgitt concerning the proposed parking restriction at #327 Hickory At the December 28th City Council meeting, Steve Padgitt, #327 Hickory, expressed his displeasure about the lack of response from a letter he sent on November 1st. Prior to this correspondence, I had sent the attached letter dated October 29, 1993 to Mr. Padgitt concerning the reported hazards and my evaluation of the conditions. No other discussion had been held with Mr. Padgitt concerning this issue or conditions until after the December 28th Council meeting. After reading his November 28th letter, I believed that no further correspondence was necessary since no direct question or information was requested. However, I did send a copy of his letter to the Police Department notifying them of the expressed concern about the speeding on Hickory Drive. Mr. Padgitt also expressed his displeasure about the terse requirement that his mailbox be relocated to the south side of his drive. This measure was only suggested in the October 29th letter to Mr. Padgitt since the initial recommendation was to prohibit parking from his drive south to the his south property line. Since it was realized that there was still ample space on the north side of his drive to park a vehicle, I suggested moving the mail box from the north to the south side of his drive. This was suggested in order for him to park closer to his residence, and provide additional parking in the area. After receiving his November 1 letter, however, I changed the recommendation to include prohibiting parking along the entire width of his property, as he desired. With this measure, the location of his mail box had no bearing on the availablity of parking next to his residence. In any case, there was no intent to require that the mail box be relocated, it was only suggested in the initial recommendation in order to provide Mr. Padgitt with additional parking closer to his residence. On Thursday, December 30th, I contacted Mr. Padgitt about the concerns that he expressed at the December 28th City Council meeting. He indicated that his primary concern was the diversion of traffic on Hickory Drive. However, he was more concerned when he was sent his letter dated in November since traffic volumes were heavier on Hickory due to the street resurfacing project on West Lincoln Way. In our discussion, I indicated to Mr. Padgitt that Hickory was classified as a collector street, however, we had no intentions to restrict parking further in the area that may encourage traffic diversion from Lincoln Way. Another concern that Mr. Padgitt expressed was the placement of the "No Parking" sign on his property. He specifically did not want the sign placed next to his driveway or mail box. However, he had no problems with the sign being located on his north property line, located approximately 50 feet north of his driveway. During our discussion, I had indicated that due to the presence of parking and the potential for accidents in this area, I would be still be recommending that parking be prohibited along his property. He understood that this is a safety measure, however, he thought if motorist speeds were lowered, that it would also enhance safety along Hickory Drive.
