HomeMy WebLinkAboutA001 - Council Action Form dated October 26, 1993 ITEM #: DATE: 10/26/93 COUNCIL ACTION FORM SUBJECT: Resolution Approving an Ordinance to Amend the Municipal Code of the City of Ames, Iowa, by Repealing Section 18.30 as it now exists and Enacting a New Section 18.30 for the Purpose of Providing for Towing of Vehicles Parked in Loading Zones; Repealing all Ordinances in Conflict Herewith; Establishing a Penalty and Setting an Effective Date. ACTION FORM SUMMARY: This is a request to amend the Municipal Code for the purpose of towing vehicles parked in truck delivery loading zones in the Campustown area. This is in response to a Campustown request. Staff recommends approval. BACKGROUND: On October 1, 1993, the City of Ames established loading zones for delivery trucks in the Campustown Area. Parking was also added to the east side of the 100 block of Welch Avenue in anticipation of the reconstruction of Welch Avenue as prescribed in the Michael Freedman plan for Campustown. The system has been in place for two weeks with much success, but also with two problems. As expressed by the Campustown Betterment Association (see attached letter) one of the main problems are unauthorized vehicles using the loading zone areas for long periods of time, which prohibits the use by delivery vehicles. The areas are well signed and designated loading zones only. Currently only a $5.00 ticket can be issued as an enforcement measure. It is the desire by the Campustown Betterment Association and delivery personnel that a tow away zone be established in each of the six (6) delivery zones to allow the ease of delivery and ease the congestion caused on Welch Avenue by delivery vehicles double parked and blocking traffic. The City Council is being asked to amend the current ordinance to allow for the tow away zones to be in effect for the truck delivery areas. The tow away zones will be well signed within the delivery zone areas. 2 ALTERNATIVES: 1. The City Council can approve the resolution amending the Municipal Code and providing for the towing of vehicles parked in loading zones in Campustown. 2. The City Council can deny approval of the resolution amending the Municipal Code and providing for the towing of vehicles parked in loading zones in Campustown. 3. The City Council can refer this matter back to staff for review. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative #1. This will enable the delivery trucks quicker access to delivery areas and the increased availability will decrease the occurrence of double parking on Welch Avenue. COUNCIL ACTION:
