SUBJECT: Prohibiting parking on South 5th Street and Walnut Avenue
BACKGROUND:
During this month, street resurfacing work has been completed on South
5th Street and Walnut Avenue. Included in this project is the remarking
of the centerline where the surface has been replaced. In order to im-
prove traffic safety and flow, staff believes that the centerline should be
repainted in the center of the street on South 5th Street, and on a 200
foot section of Walnut Avenue north of the South 5th Street intersection.
With this change, parking needs to be prohibited to provide the street
width necessary to mark these lanes. These prohibitions would be on the
south side of South 5th Street from Walnut Avenue east 1,170 feet, and on
Walnut Avenue from South 5th Street north 200 feet. Currently, parking
is restricted on the north and east sides of South 5th Street and Walnut
Avenue, respectively. Attached is a diagram showing the area where
these changes are proposed.
Staff believes that this change should be implemented for providing suffi-
cient travel width on a section of South 5th Street, and a wider turning
radius at the South 5th Street/Walnut Avenue intersection. Currently, the
eastbound lane on South 5th Street is 11' wide. Included in this lane
width is 1.5' curb and gutter section that motorists infrequently drive
upon due to the hazards of hitting the curb. Typically, lane widths on
collector streets should be 12' wide. With this proposed measure, lane
widths would be approximately 14 feet wide, excluding widths of the curb
and gutter. Both streets are classified as collector routes for the pur-
pose of carrying traffic. Volumes on both streets are approximately 3,500
vehicles per day. In the past, complaints have been received about the
narrow lane widths on South 5th Street, and the curve radius at the South
5th Street/Walnut Avenue intersection. Staff has received a memo from
Karen Jamison, Cy-Ride Operation Supervisor, concerning problems that
the bus drivers experience traversing in these narrow lanes.
Staff has contacted the owners and the managers of the property adjacent
to these street sections. Currently, no problems have been expressed
concerning this measure. In the past, parking has been infrequently
utilized along these street sections by residents of the adjacent properties.
Since the contractual street painting work will be performed in early
October, staff proposes that this measure be passed on first reading so
that this work can be included in this project. Costs for painting the
street section will be approximately $150 if street painters must return at a
later date. Also, problems may exist in late fall for painting centerlines
since temperatures may not be conducive to perform this work.

ALTERNATIVES
1. Prohibit parking on South 5th Street from Walnut Avenue east 1,170
feet, and on Walnut Avenue from South 5th Street north 200 feet, in
order to widen traffic lanes and improve the curve radius at the
South 5th Street/Walnut Avenue intersection. This measure would
provide parking prohibitions on both sides of Walnut Avenue and
South 5th Street along these street sections.
2. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1, thereby prohibit parking on South 5th Street from Walnut
Avenue east 1,170 feet, and on Walnut Avenue from South 5th Street north
200 feet, in order to widen traffic lanes and improve the curve radius at
the South 5th Street/Walnut Avenue intersection. This measure would
provide parking prohibitions on both sides of Walnut Avenue and South 5th
Street along these street sections. Also, since the contractual street
painting work will be performed in early October, it's recommended that
this measure be passed on first reading so that this work can be included
in this project.
