HomeMy WebLinkAboutA002 - Council Action Form dated August 24, 1993 . 3 COUNCIL ACTION FORM Item # 3 D Date: August 14, 1993 SUBJECT: Ordinance to Designate Bus Loading Zones on Westwood Drive by Edwards School. BACKGROUND: A request was received from Ron Meals, Edwards School Principal, to extend a bus loading zone on the west side of Westwood Drive approximate- ly 150' south. Currently, there is a 250' bus loading zone that is desig- nated on the west side of Westwood Drive south of the Woodland Street intersection. School officials are requesting this measure to alleviate conflicts that are now occurring at the zone. According to reports made by the school bus drivers and school official, problems are frequently caused by parents parking next to the bus loading zone and hampering bus movements. According to school officials, an extended bus loading zone is also needed to accommodate the number of busses that load in this area. Attached is a diagram showing the location of the proposed bus loading zone. Staff has notified residents along the east side of Westwood Drive adjacent to this proposed zone concerning this measure. No concerns have been expressed about this bus loading zone. School officials will be responsible for notifying their staff and parents about this measure. During this evaluation, it was discovered that the designation for the existing bus loading zone along Westwood Drive 250' south of the Woodland Street was not included in the City Code. According to school officials, this zone has been established for several years to alleviate problems between bus and passenger loading zone activities. Since there is no official designation, staff recommends that the approval for this existing bus loading zone be included in this action. ALTERNATIVES 1. Extend the existing bus loading zone on the west side of Westwood Drive south 150 feet. Also, approve the existing bus loading zone on the west side of Westwood Drive that extends 250 feet south of Wood- land Street. 2. Approve only the existing bus loading zone that extends 250' south of Woodland Street. 3. Do nothing. 4. Modify the length and time period for the loading zones. CAF - Bus Loading Westwood Drive August 24, 1993 Page 2 MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council adopt alter- native number 1 above, thereby directing the City Attorney to draft an ordinance for extending the bus loading zone on the west side of Westwood Drive south 150 feet. Also, this measure includes approving the existing bus loading zone on the west side of Westwood Drive that extends 250 feet south of Woodland Street.
