SUBJECT: Ordinance to change the Parking Meter Map for Designating
Truck Loading Zones, and Placing Meters in Campustown
BACKGROUND:
During the past several months, staff has been working with the
Campustown Betterment Association (CBA) on a plan to designate truck
loading zones and add parking meters along Welch Avenue. This plan is
intended to displace the truck delivery activities that currently occur on
the east side of Welch Avenue from Lincoln Way to Chamberlain. In the
future, this delivery activity will need to be relocated since parallel
parking is planned for this curb side when the Campustown street
improvement project is completed in 1993/94.
This plan includes designating six "truck loading" zones in the
Campustown area. Most of these zones will allow truck deliveries every
day (except Sundays) for a period from 6AM to 6PM. These proposed
zones are located in areas where metered parking now exists. Listed
below are the proposed locations for the truck loading zones. Attached is a
diagram showing the proposed location of each delivery zone.
1. Hayward Avenue - west side, across from 121 Hayward (Pizza Kitchen)
2. Lincoln Way - south side, adjacent to 2420 Lincoln Way (Ames Theaters)
3. Chamberlain - north side, adjacent to 132 Welch (Fire Station #2)
4. Chamberlain - south side, adjacent to 203 Welch (Quik Trip)
5. Hunt Street - north side, adjacent to 2513 Hunt (multi-family residence)
6. Welch Parking Lot - behind 2514 Lincoln Way (Shirts Illustrated)
Each location, except one, is located in an area that contains approximately
four metered spaces. A total of approximately 15 parking spaces in the
Campustown area would be utilized for truck delivery parking under this
plan. There are approximately 200 public parking spaces in the
Campustown area.
During discussions with the Campustown Betterment Association, it was
agreed that most of these delivery zones should extend for approximately
60 feet to accommodate the maximum size trucks that deliver in the area.
However, some locations have up to 100 feet of length to accommodate two
larger sized 50 foot trucks. With these zone lengths, there should be
sufficient space for trucks to maneuver without much difficulty. The only
exemption to this design length is the zone located in the Welch Parking
Lot behind the businesses on Lincoln Way. This zone is designed to
accommodate 40' trucks since there isn't sufficient turning space to
accommodate larger trucks. In order to accommodate larger trucks in this
zone, approximately three metered spaces need to be removed. Costs for
removing these spaces would be approximately $3,000 since the retaining
wall must be modified.
Also, it was agreed that most of these zones should be reserved for truck
delivery activities from 6AM to 6PM to accommodate the various delivery
schedules. It was also believed that the period should be expanded to
6AM/6PM in order to alleviate problems that may result when more than two
delivery trucks need to use the zone in a specific period. With an
extended time period, truck deliveries would be spread out during the day
and subsequently decrease the probability of this occurrence.
The only exception to this time period is for the zone located along Lincoln
Way next to the theaters. At this location, the delivery activities would
have to be shortened on Saturdays to a period from 6AM to 11 AM. This
exception is needed in order for this zone to be used for theater loading
activities when matinee periods start at 1 PM.
Staff has also worked with the CBA to logically place these zones where
they would be well utilized and safely located. One criteria that was used
included locating zones where deliveries can be made to most businesses
without crossing streets. This criteria was important since it was believed
that making deliveries across these heavily travelled streets would be
hazardous. Other criteria used for establishing these zones include placing
them as close to the food establishments and other businesses as possible,
and locating them where deliveries can be made downhill.
Also included in the proposed parking plan is the installation of additional
metered spaces along Welch Avenue from Lincoln Way to Storm Avenue.
This would consist of adding parking meters along the east side of Welch
Avenue from Lincoln Way to Chamberlain, and along the west side from
Chamberlain to Storm. This plan calls for installing an additional 65
meters in the Campustown area. Attached is a diagram showing the
location of the metered parking along Welch Avenue from Lincoln Way to
Storm Avenue.
This plan calls for placing parking meters along the west side of Welch
from Chamberlain to Storm Street due to the availability of meter spaces.
Since there are significantly less driveways along this street section than
on the east side, approximately seven (7) additional spaces can be
installed along this area, for a total of 51 spaces. Staff also believes that
parking along the west side will be safer since there would be fewer
driveways where sight vision will be affected. Meter durations and rates
for these spaces would be similar to ones utilized in adjacent metered
zones. This would include designating one hour durations with a $.50 per
hour rate for meters from Lincoln Way to Chamberlain, a two hour duration
with a $.25 per hour rate for meters from Chamberlain to Knapp Street,
and a four hour duration with a $.25 per hour rate for meters from Knapp
to Storm Street.
This plan includes implementing the "truck loading" zones when the meters
are installed on Welch from Lincoln Way to Chamberlain. After this time,
the truck delivery activities will no longer be permitted along Welch
Avenue, and must be accommodated in the "truck loading" zones. Both
staff and the CBA agree that these "truck delivery" zones should be
monitored to determine if changes are required to accommodate these
activities.
Schedules call for this project to be completed by October 15. This
completion date is dependant upon the delivery date for the parking
meters. Cost estimates for purchasing and installing these meters would be
approximately $300 per meter, or approximately $20,000 for the project.
Funding for this project would be allocated from the Parking Fund. With
the increased revenues from the new meters, payback for this project
($10,000 per year) would be within two years.
ALTERNATIVES
1. Designate six "truck loading" zones as listed above, and place parking
meters along the east side of Welch Avenue from Lincoln Way to
Chamberlain, and along the west side of Welch from Chamberlain to Storm
Street. The time period allocated for truck delivery activities in these
zones would extend from 6AM to 6PM everyday except Sunday. An
exemption to this time period would be for the zone along Lincoln Way in
front of the theaters. This zone would have a shortened time period on
Saturday that would extend from 6AM to 11 AM. The meter rates and
durations for the new meter installations would be similar to ones in
adjacent metered zones and would include one hour durations with a $.50
per hour rate for meters from Lincoln Way to Chamberlain, a two hour
duration with a $.25 per hour rate for meters from Chamberlain to Knapp
Street, and a four hour duration with a $.25 per hour rate for meters
from Knapp to Storm Street.
2. Revise the locations and periods of the "truck loading" zones.
3. Revise the meter durations and periods for the new parking meter
installations.
4. Do nothing until the Campustown Improvement Project is completed in
the summer of 1994.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1 above, thereby approving on the first passage the
ordinance to designate six "truck loading" zones as listed above, and place
parking meters along the east side of Welch Avenue from Lincoln Way to
Chamberlain, and along the west side of Welch from Chamberlain to Storm
Street. The time period allocated for truck delivery activities in these
zones would extend from 6AM to 6PM everyday except Sunday. An
exemption for this time period would be in the zone along Lincoln Way in
front of the theater. This zone would have a shortened time period on
Saturday that would extend from 6AM to 11 AM. The meter rates and
durations for the new meter installations would be similar to ones in
