ES CHAMBER OF COMMERCE F7 JUL 2 2 )93 CITY CLERK July 19, 1993 CITY OF AMES,IOWA TO: Members of the Ames City Council FROM: Dan Heuertz and Dorothy Schumer, Campustown Betterment Association Co-Presidents RE: Campustown Revitalization The Campustown Betterment Association has been meeting over the last several months to determine how to effectively remove delivery vehicles from Welch Ave. and still provide the necessary service to the businesses in Campustown. We would like to recommend that the following truck delivery zones be created along with stricter enforcement to encourage their use. By initiating this effort this fall, businesses and suppliers will be able to determine if the zones will adequately meet the needs of Campustown before any major renovation begins next spring. (See the enclosed information for a complete map of locations. ) 1. Hayward Ave. (across from Pizza Kitchens) 2 . Lincoln Way (in front of movie theaters) 3 . Inner Parking Lot (west side of Welch) 4 . Chamberlain (by Fire Station and Quick Trip) 5. Hunt (north side to west of Welch Ave. ) These zones will cause a loss of only 15 spaces which can be recovered by adding parking along the entire length of Welch Ave. CBA would like to propose adding parallel parking this fall on Welch Ave. : a) from Lincoln Way to Chamberlain on the east side (1 hour limit) . b) from Chamberlain to Hunt on the west side (2 hour limit) c) from Hunt to Storm on the west side (4 hour limit) . By adding parking to the west side Campustown gains 46 parking spaces. Through some publicity we plan to do in store windows this fall announcing the coming changes, and the visible change of removing delivery vehicles and adding parking, we think we can build an even greater support for this effort. These proposals have been mailed to 171 businesses and student groups in the Campustown area. 42 ballots were returned with 39 voting for of the proposed loading zones and the parking changes this fall. In addition, most of the business in the immediate Campustown area received a personal visit to encourage their vote by members of the Campustown Betterment Executive Committee. A copy of the information and mailing list is enclosed along with a summary of the votes. In summary, the Campustown Betterment Association is asking City Council: 1. To implement six new loading zones this fall to remove delivery trucks from Welch Ave. 2 . Add parking the entire length of Welch Ave. this fall. 3 . Delay the remaining construction until after graduation during the summer of 1994 . If you have any questions, please contact either of us or the Chamber office. X Focus Hair Designs Joe Chang X Little Taipei Edward Goff X Graduate Student Senate ISU Dan Heuertz X People's Bar & Grill General Comments o I still see a few key parking spots being used by delivery trucks but getting delivery off Welch Ave. is crucal o I have concerns about a 2nd loading zone by the fire station on Chamberlain St. Too many spots taken near T-Galaxy. o More spaces available for delivery during off hours ie 2AM -LOAM, fewer spaces set aside for delivery during business hours, encourage off hour deliveries. o These changes must take place whether or not Campustown's facelift is fully implemented. o No meter maids, city trucks, etc. , says 6 - 12 Noon, service trucks only 2 semi's ideal. o It would be nice to do the work asap without interrupting business. cD--....16
