SUBJECT: Ordinance for prohibiting parking along Indian Grass Court.
BACKGROUND:
During the May 25th meeting, City Council directed staff to discuss the
proposed parking prohibition plan for Indian Grass Court with residents.
In staff's plan, parking prohibitions were shown along the median inside
the court, and along the south side from Beach Avenue to the median. A
request was received from Mary Ketelsen to further evaluate these pro-
posed parking prohibitions since under this parking plan, the presence of
parked vehicles along the outside curb, next to the residences, would
hamper mail delivery.
In the past month, staff has conducted both a parking survey and a
neighborhood meeting to discuss the parking prohibitions and other related
items. The parking survey results indicated that there was a preference
for placing the parking restrictions along the median inside the court. Of
the seven responding, four indicated that they preferred parking prohibi-
tions along the median. There was one response indicating that they
preferred parking prohibitions along the outside curb, next to the homes.
There were two other responses indicating that; (1) parking should be
prohibited on both sides of the street, and (2) that they had no prefer-
ence.
Included in the survey was information concerning the availability of
on-street spaces if parking was removed along the outside curb next to
the residences, and allowed along the median. In this case, there would
be a limited number of spaces along the median since the presence of
parked vehicles would block motorists from backing out of drives. This is
due to the limited 20' street width that exists around the cul-de-sac medi-
an. Due to this problem, there would be approximately one-half of the
median available for on-street parking.
After reviewing the survey information, staff indicated to the residents
that parking prohibitions would be recommended along the median inside
the court. Many of the residents reported that they would rather delay
this action for several months until construction was completed on several
of the lots. At that time, the new residents could also be included in the
evaluation. Also, they believed that due to the construction activities, the
proposed parking restrictions would be largely ignored. The residents,
however, indicated that parking prohibitions should be placed on the south
side of Indian Grass Court from Beach Avenue to the median.
Staff believes that parking restrictions should be placed as soon as possi-
ble within the court area to ensure access for emergency vehicles. How-
ever, this action can be delayed for three months until the construction

activities are completed. This measure would then be evaluated again after
September 30. During this time, emergency vehicles can either access the
sites from the street, or by driving over the median area. The residents
have indicated that they will post the "Emergency - No Parking" signage
along the median during football and concert events.
ALTERNATIVES
1. Prohibit parking along the south side of Indian Grass Court from
Beach Avenue to the median inside the cul-de-sac. Delay implement-
ing parking measures along the street within the cul-de-sac area until
September when construction is expected to be complete.
2. Prohibit parking along the south side of Indian Grass Court from
Beach Avenue to the median inside the cul-de-sac. Also, prohibit
parking along the median inside the cul-de-sac.
3. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1 above, thereby prohibit parking along the south side of
Indian Grass Court from Beach Avenue to the median inside the cul-de-
sac. Delay implementing parking measures along the street within the
cul-de-sac area until September, 1993.

one-way street- since any panting on the street
makes two-way impossible.

off the circle portion of the street, there appears
to be fittle, if any, need to restrict parking on the
segment between the circle and Beach Ave. If
parking continues to be a problem, possibly a
part of the circle could be reworked to provide
some parallel parking spaces.

2015 Indiangrass Ct. often time when we back
out instead of driving out of drive, the street is
narrow across from the drive.
