SUBJECT:. Westbrook Drive Parking Restrictions
BACKGROUND:
A petition was received from Elizabeth Stanley, 4207 Westbrook Drive, to
prohibit parking along the south side of Westbrook Drive. This request
was generated due to the fact that cars have been parked on both sides of
the street near the entrance to the apartment complex to the south, over
the past few months. She reports that it has made it difficult to remove
snow, and has limited access to one lane along this area. Currently,
parking is allowed on both sides of the 31 foot street.
In order to evaluate this request, the Traffic Division conducted a survey
to obtain preferences from the other residents on Westbrook Drive that had
not signed the petition. Since all the residents that signed the petition
resided on the west end of Westbrook Drive, the survey was distributed to
the property owners along the east end of Westbrook Drive, next to the
Hickory Drive intersection. These survey results showed that the majority
of property owners along this east section preferred parking restrictions
on the north side of the street due to the number of hydrants, intersec-
tions, mailboxes, and other items.
According to these results, there was a preference for parking along both
the north side and south side for residents residing on the west and east
ends, respectively. In order to accommodate this preference, staff devel-
oped a plan that shows parking prohibitions shifted from the south side
along the street where the townhouses exist, to the north side by the
section west of Hickory Drive. The parking prohibitions were shifted to
the south side on the west end of the street since there were mailboxes,
fire hydrants, and an intersection along this side. With parking present
along this section, problems would be created due to the presence of
parking blocking sight distance, mail delivery, and access to the fire
hydrants.
After reviewing this plan, Elizabeth Stanley reported that the residents in
the townhouses along the west end of Westbrook Drive desired to have
parking restrictions on the north side of Westbrook Drive. The residents
changed their preference since there would be limited parking in the area
under this proposed parking plan, these residents decided that it would be
better to accommodate parking on the south side and increase the amount
of on-street parking. They also preferred to prohibit parking on the
south side by the intersections of Trail Ridge Road and Westbrook Lane.

The Westbrook Terrace Apartment complex manager, Keith Denner, has
been contacted concerning these proposed parking prohibitions. No prob-
lems have been expressed concerning this parking measure.
It's expected that this proposed parking plan would be implemented in the
fall after Westbrook Drive is reconstructed. Signage placed before this
event would have to be taken down due to the reconstruction activities.
When the "No Parking" signs are placed in the fall, it would alleviate the
parking problem created when snow/ice conditions are present.
ALTERNATIVES:
1. Designate parking prohibitions on the north side of Westbrook Drive
from Hickory Drive to the west end as shown on the modified parking
plan. This includes prohibiting parking on the south side of
Westbrook Drive within the intersections of Trail Ridge Road and
Westbrook Lane.
2. Designate parking prohibitions on Westbrook Drive as shown on the
original parking plan.
3. Designate parking prohibitions on Westbrook Drive along the south
side from Hickory Drive to the west end.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1 above, and adopt on first reading an ordinance designat-
ing parking prohibitions on Westbrook Drive from Hickory Drive to the
west end as shown on the attachment. This includes prohibiting parking
on the south side of Westbrook Drive within the intersections of Trail
Ridge Road and Westbrook Lane.
