HomeMy WebLinkAboutA001 - Council Action Form dated May 11, 1993 V COUNCIL ACTION FORM � a c Item # Date: May 11 1993 SUBJECT: Hayward Avenue Parking Changes BACKGROUND: Staff is proposing to change the parking restrictions on Hayward Avenue (from Chamberlain Street to south of Storm Street) to facilitate snow removal and street maintenance activities, and to improve traffic flow. Currently, an alternate-type parking restriction is designated along Hayward Avenue. Due to this parking measure, problems have been experienced since parking is frequently present on both sides of the street. When this occurs, it hampers street maintenance and snow removal efforts. It also impedes traffic since it effectively narrows the street to a one lane facility. Staff had originally planned to have a parking prohibition for all periods on the east side of a section of Hayward Avenue from Knapp Street to Chamberlain Street, and a 2:00 a.m. to 6:00 a.m. restriction with a four- hour time limit on the other side. Staff walked the area dropping off a letter about the proposed changes and spoke with many residents. These people expressed concern about snow removal problems, continuity of parking along the street, problems backing into the street because of steep driveways, and the difficulty of viewing oncoming vehicles when other vehicles are parked next to the driveways. Based on these prob- lems, staff revised the parking proposal. Staff is currently proposing to prohibit parking on the west side for all periods, and from 2 a.m to 6 a.m. on the east side of Hayward Avenue from Chamberlain Street to south of Storm Street everyday. Parking will be allowed from 6:01 a.m. to 1:59 a.m. on the east side of Hayward Ave- nue with a four-hour limitation. By restricting on the east side for this period (2:00 a.m. - 6:00 a.m.), snow removal, street maintenance, and cleaning can be performed without problems. It will also discourage long term vehicle parking that is a problem in this area. Attached is a diagram showing the proposed parking restrictions along Hayward Avenue. This parking measure will also ensure that there will be two lanes for traffic on this facility. This is important to enhance traffic flow and safety. Currently, this street functions as a collector and bus route for the City. It carries approximately 2,200 vehicles per day. By removing parking on one side for all periods, safety and traffic flow will be en- hanced for motorists since it will allow two lanes for traffic. There have been 50 accidents in the past five years on Hayward Avenue from Mortensen Road to Chamberlain Street. Parked vehicles have been a contributing factor in nearly half of these accidents. Staff has contacted both the residents and University officials concerning these changes. The University has been contacted since a section of Hayward Avenue from Storm Street to Mortensen Road is an institutional CAF -- Hayward Parking May' ll, 1993 Page 2 road under the jurisdiction of the State Board of Regents. They will be requesting to the Board of Regents that these restrictions be designated on their portion of Hayward Avenue to coincide with the City's action. Included in the Campustown residential parking study were plans to imple- ment a Type II parking restriction on Hayward Avenue. In 1990, a mea- sure was proposed to implement a Type II parking restriction on Hayward Avenue, however residents objected to the plan since it was less restric- tive than the existing parking restriction. They expressed concern that it would result in an increased number of parked vehicles along Hayward Avenue. With this plan, Hayward Avenue will be excluded among the streets with an alternate-side parking restriction. It will also place signage on the street that is much easier to read and understand. The Police Department has been contacted concerning this proposed park- ing restriction. Dennis Ballantine has indicated that they would have no problems enforcing the regulation. ALTERNATIVES 1. Refer to City Attorney for ordinance preparation to change the park- ing restriction on Hayward Avenue and designate parking prohibitions on the west side for all periods, and from 2 a.m to 6 a.m. on the east side of Hayward Avenue from Chamberlain Street to south of Storm Street everyday, with a four-hour parking restriction. Also, designate the east side of Hayward Avenue from Chamberlain Street to south of Storm Street as an "emergency snow route". 2. Modify the proposed parking restrictions. 3. Do nothing. MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council adopt alter- native number one above, thereby directing the City Attorney to draft an ordinance changing the parking restriction on Hayward Avenue and desig- nate parking prohibitions on the west side for all periods, and from 2 a.m to 6 a.m. on the east side of Hayward Avenue from Chamberlain Street to south of Storm Street everyday, with a four-hour parking restriction.
