BACKGROUND: The Teagarden Area in the southeast corner of the community is divided by two drainage basins that originate west of U.S. #69. The stormwater runoff that is contributing to these drainageways begins west of Elwood Drive and crosses City of Ames' property at the airport. At the time of the start of the airport expansion, a study was done to determine if major stormwater detention facilities could be constructed on the airport to help with the flooding problems in the Teagarden area. The report stipulated that construction of five major facilities could have a significant affect on the width of the floodplain through the Teagarden area. Four of these facilities were constructed in conjunction with airport projects in 1985. The fifth basin is very long term as far as final construction is concerned. Storms which have occurred since the project have proven the value of the construction of the detention basins on the airport. Although the actual construction has modified the flooding experience, the floodplain limits as set in 1980 are still in effect. In addition to the change of the limits not being noted on the regulatory documents, the Building Official feels that some of the areas currently developed into residential units are in the floodway due to mapping errors. If these properties are currently in the designated floodway, the property owners face considerable problems with changes and improvements to the homes being very difficult and very costly. Property sales are also complicated by insurance requirements. In order to address these areas of concern and to correctly designate the proper location of the floodway and floodplain, specific actions are re- quired by the State and Federal regulatory agencies. Detailed analyses are required to verify the size and location of the floodway and floodplain. Coordination with State and Federal agencies is necessary to accomplish the modifications in the regulatory documents. Council authorized completion of a study to update the floodway and floodplain maps in the Teagarden Area to reflect the detention basin im- provements. This work has been completed by the consultant. One of the requirements relating to the map revision process is for the local agency to hold a public hearing on the changes. CAF - Flood Analysis Teagarden AprR 13, 1993 Page 2 A total of 78 properties are involved whereby some portion of the property is affected. Prior to the public hearing, information will be sent to each affected property owner explaining how their property is affected and when the hearing is scheduled. All but a few are impacted in a positive way because the flood boundaries are smaller under the new situation. The few that are not positively impacted only involve small portions of land being included in the floodplain. ALTERNATIVES 1. Establish May 11, 1993 as the date for public hearing on the floodplain revisions. 2. Do not establish a public hearing and thus leave the designated floodway and floodplain as they exist which include the mapping errors and does not reflect the airport detention basins. MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council establish May 11, 1993 as the date of public hearing on the floodway and floodplain map revisions in the Teagarden area.
