HomeMy WebLinkAboutA003 - Council Action Form dated February 23, 1993 COUNCIL ACTION FORM ©0 Item # Date: Feb 1993 SUBJECT: Raphael Avenue and Sinclair Avenue Parking Restrictions BACKGROUND: During the past site plan reviews for development on Sinclair Avenue and Raphael Avenue, City staff indicated to developers that parking should be removed on one side of these streets to provide a safe street width for passage of local traffic and emergency vehicles. Due to the generated traffic volumes from the new development, parking prohibitions are needed to accommodate the additional traffic flow along these streets. Currently, these streets have a 30' width that is adequate for two traffic lanes if parking is restricted on one side. With parking present on both sides of the street, the available street width for traffic is reduced to 15', or one lane of travel. When this occurs, it not only presents a hazardous situation for traffic, but also restricts access by emergency vehicles. Staff has notified the property managers, Landmark Homeowners Associa- tion and Hunziker and Furman, about the proposed parking prohibitions. There has been no response concerning the measure. The proposed parking restrictions on Raphael Avenue and Sinclair Avenue are shown on the attached sheet. ALTERNATIVES 1. Prohibit parking on the west and north sides of Raphael Avenue from Todd Drive to Sinclair Avenue, and on the east and north sides on Sinclair Avenue from Todd Drive to Raphael Avenue. 2. Modify the parking restrictions. 3. Do nothing. MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council adopt alter- native number 1, thereby directing the City Attorney to draft an ordi- nance prohibiting parking on the west and north sides of Raphael Avenue from Todd Drive to Sinclair Avenue, and on the east and north sides on Sinclair Avenue from Todd Drive to Raphael Avenue.
