SUBJECT: Diamond Street Parking Restrictions
BACKGROUND:
Staff has received a request from both Bill Nelson, 708 Crystal Street; and
Maria Adamson, 701 Crystal Street to restrict parking on the west side of
Diamond Street from Crystal Street to Jewel Drive. This was requested to
reduce conflicts and improve traffic flow that is impeded when parking is
present on both sides of the street. Conflicts are primarily caused by the
narrow travel width since this is a 31' street. When parking is present on
both sides, the roadway width is narrowed to one-lane.
In order to evaluate the alternative parking restrictions, staff conducted a
survey of the residents along this street. Over 90% responded (21 of the
23 residents) and results showed that there was an overwhelming desire to
implement a parking restriction on the west side of the street. According
to the survey, nearly 81% of those surveyed felt that parking restrictions
should be changed. This survey also showed that the majority desired
parking restrictions on the west side of the street. These results are
shown below.

After reviewing these survey results and evaluating the parking and
traffic conditions, it was determined that parking restrictions should be
designated on the west side of Diamond Street. Diamond Street has a
curvilinear alignment that would be difficult to traverse if parking is
present on both sides of the street. Diamond Street is also a minor collec-
tor route with traffic volumes of 1,200 vehicles per day. Currently, this
street serves as the only access to Jewel Drive/South Duff Avenue for
residents on Crystal Street, Onyx Street, Onyx Circle, Diamond Court,
and Turquoise Circle.

Staff has contacted the Bethany Lutheran Church officials (3109 Diamond)
who have no problems with designating parking restrictions on the west
side of Diamond Street. They indicate that they have adequate parking in
their lot to accommodate their members.
Staff has notified residents of the survey results and the proposed park-
ing restrictions. No complaints have been received about this proposed
measure.
ALTERNATIVES
1. Designate parking restrictions on the west side of Diamond Street
from Crystal Street to Jewel Drive.
2. Designate parking restrictions on the east side of Diamond Street from
Crystal Street to Jewel Drive.
3. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1 above, thereby designating parking restrictions on the
west side of Diamond Street from Crystal Street to Jewel Drive.
