HomeMy WebLinkAboutA001 - Council Action Form dated November 10, 1992 ITEM n DATE November 10, 1992 COUNCIL ACTION FORM SUBJECT: TECHNICAL ORDINANCE AMENDMENTS FOR PLUMBING AND ELECTRICAL CODES BACKGROUND: The attached ordinance is proposed to smooth the transition of the administrative portions of the electrical and plumbing codes as the City proceeds from the old codes to the newly adopted ones. This is necessary because, under the codes presently in effect, plumbing and electrical licensees are required to have individual bonds. Those licenses are up for renewal at the end of the calendar year and all licensees must secure another one year bond to get renewed. However, the plumbing and electrical codes which go into effect on April 1, 1993, do away with the requirements of individual bonds, substituting instead the requirement that all plumbing and electrical contractors submit proof of liability insurance to become registered. The licensees in the employ of the contractors would be covered by the contractor's liability insurance instead of their individual bonds. Because the registration will not go into effect until April 1, 1993, but licenses expire at the end of the calendar year, there is a three-month interim period during which the change from bonds to liability insurance will not be in synchronization. In order to avoid having all licensees secure a bond effective for an entire year which is really only needed for three months, this ordinance would simply eliminate the bonding requirement for the interim between January 1 and April 1, 1993. ALTERNATIVES: 1. Approve the attached changes to the plumbing and electrical codes to cover the interim period between January 1st and April 1st, when the new codes take effect. 2. Retain the licensing and bonding requirements in the current code during the interim period. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative #1, approving the attached changes to the plumbing and electrical codes to cover the interim period between January 1st and April 1st, when the new codes take effect.
