SUBJECT: Parking Restriction on Oakland Street.
BACKGROUND:
Staff has received a request from Mrs. Cook, 3210 Oakland Street, to
restrict parking on the south side of Oakland Street between Forest Glen
and Hawthorne Avenue. This request was made to improve sight distance
for residents backing out of drives along this street. Currently, parking
is restricted on the north side of Oakland Street on this 26' wide street
west of Forest Glen. Surveys indicate that parking is nearly 100% utilized
during the daytime period.
In order to evaluate the alternative parking restrictions, staff conducted a
survey of the residents along this street. Over 90% responded (12 of the
13 residents) and results showed that there was an overwhelming desire to
implement a parking restriction on the south side of the street. According
to the survey, all respondents felt that parking restrictions should be
changed. This survey showed that more than half preferred the parking
prohibition from 7 a.m. to 7 p.m. , Monday to Friday (7); with the other
respondents preferring the 4 hour restriction from 7 a.m. to 7 p.m. ,
Monday to Friday (3); the No Parking - All Period restriction (1); and an
alternate-side parking restriction (1).
After reviewing the survey and evaluating the parking problem, it was
determined that parking restrictions should be designated on the south
side of Oakland Street from 8 a.m. to 5 p.m. , Monday thru Friday. This
will be accommodating since it will allow parking before and after normal
work hours. From observations, it will also restrict parking during peri-
ods throughout the day when traffic and parking is the heaviest. By
restricting parking during this period, problems due to limited sight vision
and difficulty backing out of drives should be significantly reduced.
Staff has notified residents of the survey results and the proposed park-
ing restriction. No complaints have been received about this proposed
measure.
This proposed time period (8 a.m. to 5 p.m. , Monday thru Friday) for
this restriction is different from the restriction on the south side of Oak-
land Avenue east of Forest Glen to Hyland Avenue. Currently, this
parking restriction is from 7 a.m. to 6 p.m. , Monday thru Saturday.
Staff believed that this time period would not be accommodating for resi-
dents that expressed a desire to park vehicles on the street after work
hours. In order to provide a consistent regulation on Oakland, staff will
be working with the property owners east of Forest Glen to change the
existing restrictions.

ALTERNATIVES:
1. Designate parking restrictions on the south side of Oakland Street
from 8 a.m. to 5 p.m. , Monday thru Friday.
2. Do nothing.
3. Designate other parking restrictions on the south side of Oakland
Street (No Parking Anytime, 4 HR Parking (7 a.m. - 7 p.m. Mon-
Fri), No Parking 7 a.m. - 7 p.m. Mon-Fri.)
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1 above, thereby designating parking restrictions on the
south side of Oakland Street from 8 a.m. to 5 p.m. , Monday thru Friday.
