HomeMy WebLinkAboutA001 - Council Action Form dated September 22, 1992 COUNCIL ACTION FORM Item # 42 1< Date: September 22, 1992 SUBJECT: 20th Street Parking Ordinance Change BACKGROUND: In May, 1992, the City's Traffic Division conducted a study evaluating traffic conditions on streets surrounding Ames High School including Ridgewood Avenue, Hayes Avenue, Ames High Drive, and 20th Street. This study showed that traffic was flowing smoothly, except for periods when trains blocked 20th Street and 16th Street. Other than at these periods, the study indicated the traffic flow at the intersections was at satisfactory levels, and no changes to the intersection controls were need- ed. However, the analysis showed that parking restrictions were needed at the approaches to ensure that right turn lanes would be available to accommodate turning movements. Enclosed is the report concerning traffic and parking changes on streets surrounding Ames High School. Also in the study, staff determined that parking could be accommodated on the north side of 20th Street from 70' west of Northcrest Drive to the west end. This 44' wide street section has sufficient width to accommodate two lanes of traffic with parking on both sides. It is considerably wider than the minimum width of 36' required by the Municipal Code to allow parking on both sides. By removing the parking prohibition on this 400' section, it should allow enough parking space for approximately 20 vehicles. This is needed to accommodate the overflow parking for Ames High School that could be present on residential streets in the area. To facilitate parking on 20th Street 70' west of Northcrest Drive to the west end, the parking ordinance must be rescinded by City Council. The other restrictions implemented on the Ridgewood/20th Street, Ridgewood/Ames High Drive, and 20th/Hayes intersections have been designated by administrative approval. ALTERNATIVES: 1. Rescind the parking prohibitions on the north side of 20th Street from 70' west of Northcrest Drive west 400' to the west end of 20th Street. This would allow sufficient overflow parking for approximate- ly 20 vehicles near Ames High School. 2. Do nothing. CAF - 20th Parking September 22, 1992 Page 2 MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council adopt alter- native number 1 above, thereby rescinding the parking prohibitions on the north side of 20th Street from 70' west of Northcrest Drive west 400' to the west end of 20th Street. This would allow sufficient overflow parking for approximately 20 vehicles near Ames High School.
