HomeMy WebLinkAboutA001 - Council Action Form dated August 25, 1992 COUNCIL ACTION FORM Item # 17 Date: August 25, 1992 SUBJECT: Parking Prohibitions on South 4th Street BACKGROUND: During the plan review of the Stonehaven Development, staff determined that parking prohibitions should be placed on the south side of South 4th Street from South 3rd to Walnut Avenue in order to provide street width for safe passage of local traffic and emergency vehicles. Due to the generated traffic volumes from the new development, parking prohibitions are needed to accommo- date the additional traffic flow along the street. Currently, this street has a 30' width that is adequate for two traffic lanes if parking is restricted on one side. With parking present on both sides of the street, the street width available for traffic is reduced to 15', or one lane of travel. When this occurs, it not only presents a hazardous situation for traf- fic, but also restricts access by emergency vehicles that require passage widths of 201. In the past five years, there have been five mid-block accidents along this street segment that may have been a result of the reduced travel width. This measure will improve traffic flow and safety on South 4th Street. Cur- rently, traffic volumes are approximately 2,600 vehicles per day (VPD) on this street. With the new development on an adjacent street, traffic volumes are projected to increase by approximately 600 VPD to 3,200 VPD. By prohibiting parking on one side, traffic safety will be enhanced due to the widened travel width, reduced on-street parking activity, and sight distance improvements. Staff has notified residents and owners along South 4th Street about the pro- posed parking prohibitions. There has been no response concerning the mea- sure. ALTERNATIVES 1. Prohibit parking on the south side of South 4th Street from South 3rd to Walnut Street. 2. Do nothing. MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council adopt alternative number 1 above, thereby passing on the first reading the ordinance prohibiting parking on the south side of South 4th Street from South 3rd to Walnut Street.
