SUBJECT: "No Right Turn" Signs at School Crossings
BACKGROUND:
Currently, the City has posted at three school crossings (Dotson/Lincoln
Way, Franklin/Lincoln Way, 30th/Grand) "No Right Turn" signs with
designated time periods when the prohibition is in effect. These signs are
not in accordance with the Federal Highway Administration's "Manual on
Uniform Traffic Control Devices" because of the complexity of the message.
According to the manual, word messages should be as brief as possible and
the lettering should be large enough to provide the necessary legibility
distance. These signs aren't in conformance since their message reads
"Turns on Red Prohibited; 8:00 to 8:45 PM, 11:15 AM to 12:35 PM, 3:00 to
3:30 PM, and Thursday Afternoon - 2 to 2:30 PM". Staff believes that
the signs can be considerally improved by reading "No Right Turns -
When Children are Present".
By shortening and changing the sign's message, staff believes that
motorists compliance and traffic safety will be improved at the intersection.
With this change, motorists will be prohibited to make a right turn at any
time when children are present at the crossing. Also, motorist's
compliance will be improved since the sign will be easier to comprehend
due to the reduced and simpler message. Shown below is the current and
proposed sign.

The Edwards and Northwood principles have been contacted concerning
the proposed school crossing sign. They have expressed no concerns
about the sign changes. Plans call for the signs to be posted before
school starts on August 23.
ALTERNATIVES
1. Do nothing.
2. Change the school crossing signs at the Dotson/Lincoln Way,
Franklin/Lincoln Way, and 30th/Grand intersections to read "No Right
Turns When Children Are Present".
3. Modify the sign message.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 2 above, thereby directing the City Attorney to draft an
ordinance changing the school crossing signs at the Dotson/Lincoln Way,
Franklin/Lincoln Way, and 30th/Grand intersections to read "No Right
Turns When Children Are Present".
