SUBJECT: Campus Area Parking Plan
BACKGROUND:
During the May 26 meeting, Council approved staff's plan to notify resi-
dents in portions of the campus area to gather input for implementing the
standardized Type II alternate-side parking restrictions. Staff's proposed
plan was to implement the standard Type II restrictions on streets south of
the campus that have a similar type of restriction. This proposed Type II
restriction (alternate side with 9 P.M to Midnight change-over time and a 4
hour restriction from 7 A.M. to 7 P.M) has been designated on Forest
Glen, Country Club, and Arbor Street.
Over 180 letters were distributed to residents in an area shown on the
attached sheet. Of these 180, only eight residents contacted staff con-
cerning their preference for the Type II restriction. Those responses
included two that were confused about the sign message; four that were
opposed to the restriction; and two that were in favor of the change. The
four that were opposed stated reasons such as the City will lose control
over the storage of vehicles on their streets and that emergency vehicles
won't be permitted access from 9 P.M. to Midnight when parking is allowed
on both sides. These streets currently have low utilization of on-street
parking during the daytime period when Iowa State University is in
session.
Staff believes that the number of parked vehicles on these streets will
remain nearly the same since the Type II restriction is very similar to the
existing on-street restriction. It differs from the existing restriction by
allowing a change-over time from 9 P.M. to Midnight (instead of the cur-
rent 11 P.M. to 2 A.M. time), and a four-hour parking limit from 7 A.M.
to 7 P.M. (instead of the current 6 A.M. to 8 P.M. time period). Staff
believes that the proposed restriction will be less confusing, and also will
be more convenient for residents, though restrictive enough to discourage
vehicle storage on these streets.
Staff also surveyed the residents on Forest Glen, Arbor, and Country
Club to report resident satisfaction with the Type II alternate-side parking
restriction. Prior to this change, these streets had either an alternate-
side parking restriction with no time limit, or just one-side parking re-
strictions. Of the 65 survey forms distributed to the campus area, 23
were sent back. Over 80 0 of the respondents indicated that the parking
conditions have improved since the Type II parking restriction has been
implemented. The results are shown on the attached sheets.

With this response from the residents, and the results of the parking
study showing that the Type II restriction has resulted in significantly
reduced parking on streets, staff believes that the Type II restriction
should be changed on the listed streets:

If Council approves the Type II restriction for these streets, staff will be
able to receive and erect signs by September 1st. Before these signs are
posted, staff will notify residents of the change. The location of these
streets in the Campus Area is shown on the attached sheet.
With Council approval for implementing the Type II restriction on these
streets, most of the campustown residential area will have a standardized
restriction. The only streets that will have different alternate side park-
ing restrictions include Hayward, Greeley, Pearson, Sheldon, Arbor,
Kildee, Hunt, and Agg Streets. Staff will be working with residents on
these streets to implement standardized restriction next year.
ALTERNATIVES:
1. Approve staff's proposal to implement the Type II restriction on the
streets listed above to further implement the standardized parking
restriction plan, and direct the City Attorney to prepare the neces-
sary ordinance changes for Council approval.
2. Study other parking restriction alternatives.
3. Delete/add streets to the list for implementing the Type II restriction.
4. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1 above, thereby approving staff's proposal to designate
the Type II parking restrictions on the listed streets to further implement
the standardized parking restriction plan, and direct the City Attorney to
prepare the necessary ordinance changes for Council approval

7. How would you improve the parking restriction?
Comments:
a) Remove it immediately-it has just made Ames and Country Club a much less
desirable place to live.
b) Put the 4 Hr Parking part on the top of the sign with the signs as they are. You
have to do a lot of reading to figure out when you can park.
c) We're forced to park on the street because of extra cars in our household. We
usually 1) read the sign 2) check our instinct and park on the side the sign seems to
indicate is wrong. Only one ticket though.
d) Better arrangements for residents(tax payers in Ames), especially older citizens
with more than one car.
e) Give out stickers to residents and allow parking with a permit only. Also, for
resident's visitors, those mirror tags(like the ones used for campus lots) could
be used. Each resident could be given some of those for visitors.

I feel the parking needs to be consistent for all of Arbor St. -the east end was parked
continually day and night with students who lived in dorms or off campus housing.
I am trying to conduct a home business from 5 PM- 9 PM and weekends and
clients find the parking rules incomprehensible.
g) Let people park on both sides of the street and time. The alternate-side parking
is very inconvenient for visitors.
h) Allow more yellow curb space at driveways.
i) More signs are needed on Arbor - south side.
j) The signs are too large and not totally clear.
k) Why can't parking signs be written in an affirmative manner?

instead of. No Parking
No parking signs immediately establish a confrontational mode. They tell us
what we can't do, (not very helpful.) Then we have to turn the language inside
out to find what we can do. This simple change will improve the attitude of
citizens toward parking regulation, the police dept., and government generally.
1) There should be the same restrictions on Oakland and Woodland streets. Many
cars are parking on these streets as a result of the Forest Glen signs making travel
dangerous on these more heavily traveled streets. Oakland is especially dangerous
between Forest Glen and Hawthorne because of the parked cars, resident backing
out of their driveways, the hill, traffic going from Oak. to F. Glen or vice-versa.
m) Restrict overnight parking and more police response to violations.
n) I would prefer to have parking on south side Sat. and Sun. Friends are confused
by the sign.
o) The best way would be to issue resident permits so only people who live on Arbor,
or their guests, could park here.
p) Oakland St. (S. side) needs parking corrections. Remove upper Oakland parking to
lower Oakland below Forest Glen. Trying to see uphill (W) from Forest Glen is
awful. That area should not have any parking below top of hill west of F Glen.
q) Great the way it is now.
r) Fine as it is now - let us give it a chance to work.
Comments for questions 1 - 6
1. Comments:
a) Made it much more difficult.
b) A little.
2. Comments:
a) No change from before restrictions.
b) A little.
c) Some people just move their cars up the street another 50 ft. and park for another
four hours.
3. Comments:
a) Okay as before.
b) We object to cars parking on the median strip of Country Club during Iowa State
Center special events. These cars are not ticketed.
c) Police enforcement is lacking in terms of patrolling this street. A number of times
people have been speeding on this street and yelling at people in cars and vice-
versa. This occurs mainly on weekends. I don't want this street to turn into another
Welch Ave.
4. Comments:
a) Hindrance to visitor parking and a worry to hosts.
b) Because weekends are on just one side for Fri. & Sat. nights.
c) Not when there is parking on our side.
d) Has not helped much.
e) Some of the time.
5. Comments:
a) It is a constant worry with the 4-hour limit. With guests, whether we put our car
on the street to accommodate guests on our driveway or the guest's cars are on the
street, the restriction is a constant problem with its 4-hour penalty. It was much
better before the 4-hour limit- and we've seen very little or any difference in the
number of cars parked on the street since this restriction was put on-just makes
the street a less desirable place to live.
b) We see no change.
c) Most of the time. My guest often have to park across street.
6. Comments:
a) If you can read and comprehend.
b) The parking sign isn't easy to understand and therefore not a accommodating. People
don't know where to park between 7 PM and 9PM.
c) Not to unfamiliar people to the neighborhood.
d) We think so; hear no complaints
