SUBJECT: First passage of ordinance approving one-side parking only on
Kansas, Indiana, and Kentucky.
BACKGROUND:
Staff has been working with Hunziker and Furman Realty on a plan to
implement parking restrictions in the Patio Homes Subdivision. Currently,
the subdivision is under construction with streets in place. Since the
streets have a 31' width, restrictions on one side are proposed in order to
provide adequate street width for the safe passage of local traffic and
emergency vehicles. This measure will allow for a two lane traffic flow
along these streets. It is in accordance with the Municipal Code Section
23.22 (Street Standards) . The parking restrictions are planned for the
south side of Kansas Drive, west side of Kentucky Avenue, and east side
of Indiana Avenue.
Currently, parking restrictions aren't posted along Indiana and Kentucky
Avenue where single and two-family homes have been built prior to the
new subdivision approval. Staff believes that parking restrictions should
extend along these street segments for continuity and safety purposes.
Notices have been distributed to residents along these streets explaining
the reasons for the proposed restrictions. Attached is the letter distrib-
uted to residents.
Staff proposes to restrict parking along these streets to provide street
width for the safe passage of local traffic and emergency vehicles. Cur-
rently this street has a 30' foot street width which is adequate for two
lanes of traffic if parking is restricted to one side. With parking present
on both sides of the street, the street width available for traffic is re-
duced to 15 feet, or one lane of travel. This situation not only presents a
hazardous situation for traffic, but also restricts access by emergency
vehicles that require passage widths of 20 feet.
Note: An ordinance was approved during the March 31 council meeting for
designating parking restrictions on the west side of Indiana, east side of
Kentucky, and the south side of Kansas, as requested by the developers.
Under further consideration, staff has determined that the parking restric-
tions should be designated as stated in this report.
ALTERNATIVES:
1. Designate parking restrictions along the south side of Kansas Drive,
west side of Kentucky Avenue, and east side of Indiana Avenue, and
direct the City Attorney to prepare the necessary ordinance changes
for Council approval.

2. Modify the parking restriction plan on these streets.
3. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1 above, thereby designating parking restrictions along the
south side of Kansas Drive, west side of Kentucky Avenue, and east side
of Indiana Avenue, and direct the City Attorney to prepare the necessary
ordinance changes for Council approval
