SUBJECT:. Valley East and Wyndham Heights Parking Restrictions
BACKGROUND:
During the review of the Valley East Subdivision and Wyndham Heights
PUD, it was mutually agreed by the developer and staff that parking
restrictions should be designated on Florida Avenue, Utah Drive, Vermont
Circle, and New Hampshire Circle. These streets have a 27' and 31' width
that necessitates parking restrictions on one side in order to accommodate
traffic flow. This is in accordance with the street/parking design study
performed by staff for the Bloomington Heights development. In this
study, it was determined that 27' and 31' street widths are adequate for
residential and collector streets if parking is removed on one side. Utah
Drive and Florida Avenue have a 31' design width, and Vermont Circle and
New Hampshire Circle have a 27' design width.
Parking restrictions are proposed for the east and north sides of Utah
Drive, Florida Avenue, Vermont Circle, Vermont Court, and New Hamp-
shire Circle. In addition, parking restrictions are proposed on the west
side of Florida Avenue from the north apartment entrance to Ontario Street
to accommodate turning traffic at the intersection. Listed are the pro-
posed parking restrictions for these streets.
Street Parking Restrictions
- Utah Drive On the north side from Idaho Avenue east to
Delaware Avenue
- Florida Avenue On the east side from Ontario Street south to
Utah Drive
- Florida Avenue On the west side from Ontario Street south 270'
- Vermont Circle On the east and south sides from Utah Drive
south and east 635' to the radius of the circle
- New Hampshire Circle On the east side from Utah Drive south 58' to the
radius of the circle
- Vermont Court On the east side from Utah Drive south to the
radius of the curve
In addition to these restrictions, staff proposes that parking restrictions
be designated on portions of Delaware Avenue and Ontario Street to ac-
commodate the additional traffic. As outlined in the Valley East Traffic
Impact Study, parking restrictions should be placed on both sides of
Delaware Avenue from Dover Circle to Dakota Avenue due to it's curvilin-
ear alignment and the street grade. Due to these characteristics, parking
should be restricted in order to improve traffic safety on this portion of
this roadway. Also, parking restrictions should be implemented on the
south side of Ontario Street from Delaware Avenue to Dakota Avenue.
This will provide an additional lane for turning right at the Ontario/Dakota
intersection. Traffic volumes on these streets are currently 1,160 and

3500 vehicles per day on Delaware Avenue and Ontario Street, respective-
ly. Attached is the proposed traffic/parking measures outlined in the
Valley East Traffic Impact Study. It should be noted that the stop con-
trols will be implemented administratively.
ALTERNATIVES
1. Designate parking restrictions for Utah Drive, Florida Avenue, New
Hampshire Circle, Vermont Court, and Vermont Circle, as stated
above. Also designate parking restrictions on Delaware Avenue and
Ontario Street, as stated above, to accommodate traffic volumes.
2. Designate parking restrictions only for Utah Drive, Florida Avenue,
New Hampshire Circle, Vermont Court and Vermont Circle, as stated
above.
3. Designate additional parking restrictions along the adjacent streets.
4. Do nothing
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1 above, thereby designating parking restrictions on Utah
Drive, Florida Avenue, New Hampshire Circle, Vermont Court, Vermont
Circle, Delaware Avenue, and Ontario Street, as state above.
